Esteban Figueroa
Esteban Figueroa is the head of the Figueroa Family, a crime family within New Vegas, and one of the ruling families beneath the Courier.
Esteban imigrated into the Mojave Wasteland from old Mexico, with his Wife, in 2279. Moving into an old Casino in Freeside, the two were just one couple in a high rise of hundreds of families, all crowded together for safety. It was in these conditions that their first chile, Emanuel, was born. During this time, Esteban began helping people with odd jobs, and earned quite a living. When tensions in Freeside rose against the NCR present there in 2281, Esteban spent his savings to arm those within his neighborhood. By the time of the Second Battle for Hoover Dam, Esteban and his men had complete control over their building, and began repair the old buildings surrounding it for its residents.
They benefitted greatly from the booming economy and reconstruction brought about by the Free Economic Zone of the Mojave, and by the time of his daughter, Luisa's birth in 2282, he had control of several city blocks, and only a year later he was renovating the casino.
After his third child, Rafael Figueroa, was born in 2286, Esteban was an impromptu crime lord, despie never intedning to be. After years of being struggle, in 2289, Esteban opened Heart Stop, the old building reborn as casino of the new world, located right in the geographic heart of Sin City. With this, Esteban held no illusions about what he had become, and officially formed the Figueroa Family the same year.
The first half of the 2290s would see the Family rake in millions in caps, and grow to control tens of thousands within their territory. 2295 would be a highlight for him though, as that year Emanuel would join the family business, and prove to be just as tenacious as his father. Only months later, the Courier would invite the Figueroas to join the Ruling Families, the group of Casino mobs who stand out above all others, and whose powerbases shift the fortunes of the entire city.
Since then, Esteban has continued growing his grip on his territory, treating his people with fairness, and brutalizing troublemakers, as well as welcoming Luisa into the business near the turn of the 24th century.
