Happy Valley

In the south-eastern corner of Portland lies a quaint suburban town known as Happy Valley. This general location encompasses the Leech Hydrophonic Garden & Estate, the Lewis Burkins Observatorium, Mt. Talbert, the Oregon Trail Museum, and the Happy Valley Oil Refinery. Where once it was known for its lush parks, beautiful vistas, and safe neighborhoods, the modern day Happy Valley is a perilous ruin few dare to tread through under the iron-fisted control of the oil baron Diesel and his appropriately named Diesel Punks.   The Punks have their headquarters at the old Poseidon refinery, with regular patrols and looting parties filtering in an out of the city through the valley's mouth. Those unfortunate souls who come across such a party often find themselves held up at gunpoint for their vehicles or their fuel, if they survive the encounter at all. No other group holds as strong of a hold in the area so faction conflict is a rare occurrence, and the high levels of refinery pollution blanketing the region have long since driven out much of the local wildlife. In a twisted way this means that Happy Valley is one of the safest places in Portland; but only for those who carry Diesel's blessing to be considered off limits to his Punks.   The Diesel Punks only care about one thing: Strength. To earn the right to trade for their fuel stockpiles and to avoid becoming a target, one must pass their grueling initiation ritual. If you can survive the choking smog and searing heat of the Trident and make it out the other side, you'll have earned the begrudging respect of the flaming lunatics. But even then one should take care to always keep a loaded gun in their lap while traversing Happy Valley, as the Punks are often strong believers in the "What the boss doesn't know won't hurt him" mindset.
