Heaven Alliance

Heaven Alliance is a pact made between mortal followers of some good-aligned gods to help work together for a common cause.  This organization often has a headquarters within major city temple districts.  It often sends clerics of faith to the area that doesn't have a temple or church to bring spiritual guidance to an area that has need.  They have a small paramilitary that can call up clerics and paladins to serve as a military force for large engagements or emergencies.  Often partly funded by the state and used as added peacekeepers and disaster relief.  
Even if a cleric is not of the main body of faith that made the pact.  The individual cleric who meets the requirements can become members and offer their assistance.

Structure

The organization's leadership is run by a council of five high-ranking clerics, with one being the Chancellor whose role is the face and the tiebreaker of the council.  Then is broken down by departments.  Health, Faith, and Military.
Health focuses on healing sickness and often is sent out to deal with a pandemic.  Also to have clerics who patrol smaller villages to tend to their healing and spiritual needs.  In smaller cities, they often have clinics and even hospitals.  Why clerics bring divine healing they also have a small army of non-cleric healers, surgeons, midwives, and tonic makers at their disposal.
Faith focuses on the spiritual well-being of people.  They are often sent on missionary work and often on patrol to smaller villagers without temples or churches to offer their assistance. Many often double as a healing cleric but the main goal is one spiritual journey through this world.
Military Focus on making sure the alliance assets can be defended providing a guard for the cleric, temples, and as peacekeepers for state-sponsored military or police activities.  They do have a military force that is big enough to be the force that could put down evil forces should a threat arise, like a demon incursion.  They also do track down wanted and dangerous criminals but typically they have often attacked temples or are a great danger to innocent.   They are mostly made of paladins and clerics that have war domains, but they also have a standing army of about 5000 plus support. With time they could muster a force of 20000 if reserves are called.
