Waterhaven Nobles
The noble houses of Waterdeep called the Waterhaven Houses are some of the most well know of the Sword Coast. They are the most fanciful, cultured, and excessive nobles on the face of Faerûn. The number of houses are indeterminate, combining and spiting with each marriage and feud. Usually they number in the dozens but can split into the seventies or combine down to just a half dozen in times of trouble.
Each house has intricate web of alliances, enemy, acquaintances and feigned friendships. The sheer complexity of the relationships between Waterhaven houses boggles the mind. This web is so complex that posers are caught out almost immediately and young nobles need full time courses by political professors to understand what is happening. This inevitably leads to partye and gatherings becoming a political war zone and immensely funny entertainment for people who do not care for what is happening. People like Halaster Blackcloak and Elminster frequent these partye in disguises to watch the show.
The nobles form a important part of the society and infrastructure of Waterdeep. They act as lower governors of aspects of Waterdeep keeping the business of the city operational and bringing new trade to the markets. The nobles find new business ventures and exploit niches in old ones as well as compete with each other driving the market. The web of connections would give the houses an advantage against private businesses except for the fact that their rivals have the same connections essentially countering each other.
The Lord of Waterdeep is elected from the houses and governs the greater aspects of the city. Their job is to balance the power between the houses so one does not get to powerful. This is why, when a lord ascends, they renounce the title and name of their house for the duration of their stint as lord as to not give a unfair advantage to one house. They also handle diplomacy with other cites, nations, and kingdoms as well as military maters and legal maters governing the court.
