Waterdeep
“There shall come a time when our city and its deepwater bay shall grow in fame and fortune across many realms and many worlds. Folk shall know of Waterdeep, our City of Splendors, and sing its praises. I have seen it thus, and I endeavor to make it true.”The largest city in the world, Waterdeep the City of Splendor is a metropolis of trade and adventure on the sword coast.
Government
Waterdeep is ruled by a sixteen-seat council whose membership is largely secret. These hidden Lords of Waterdeep maintain their identities behind magical masks, called the Lord's Helm, and while they rule in public, none know the true identities of most of them.
In addition to the masked lords, there is also one Open Lord that is voted into power. The current Open Lord is Laeral Silverhand

- Downshadow - an "Undercity" of sorts that is actually the uppermost level of Undermountain
- Mistshore - The ruined naval harbor, home to criminals and outcasts living among wrecked ships
- Mountainside - a wealthy neighborhood along the side of Mount Waterdeep
