Ebon Harbor
The city named after black river water is now known for it's black heart.Shadow of the Syndicate is heavier than the mountain's, where every roof has ten pairs of eyes and walls have ears. Yet the city thrives under the gaze of mask figures, both topside and underside markets are fully lively.
Government
The Masked Syndicate acts as a Hierarchy government controlling the Kleptocracy. The city is under the Chandilly Confederacy, however, its membership is under a hold by the confederacy as some of the other cities do not like the Masked Syndicate's takeover of Ebon Harbor.

Infrastructure
Most of the city is built from the mountain, except the ocean wet docks. The city has several dry docks with tunnels built on the ends for other ship's load/unloading needs. Expansion of the city across rocky coast is slow, difficult process and ever-growing need of ship docks has formed ocean wet docks. Only 3 ocean wet docks are functional and repaired, however, the use of imported wood has a high cost. These docks can be replaced with stone if it's placement is approved by the governing body, but only 2 docks are being constructed of stone as push back from the water cleanup order.
The Ebon River has been redirected throughout the city by tunnel networks. The top of the city has large areas for the water to flow into the tunnels that emerge above ground lower in the city. These tunnel networks are used for sewage, travel, and drainage of water from snowfall and tsunamis.

Painted, carved, or inlaid materials on stone dot the mountain seaside.
Geography
Spreading up mountain and across the coast this city sits with beautiful views of the ocean. Dark sand beaches and painted cliffsides with a bustling river in echoing tunnels. The rock a waiting canvas for architects and painters alike.
