Sovereign
A Sovereignty is much like a Viceroyship- they even share the same level of power. The primary difference between a Viceroy and Sovereign is that a sovereign rules over people politically, much like a king would where viceroys have a military role. Sovereign are rarely found in the Lowvire Epire, becuase they are only reall necessary in areas of significant landmass and political conflict.
