The Immortal and Wondrous Horde of Gemai

Said to be the oldest state in all Fujiyama, Gemai is the northernmost country and it neighbors the Sun and Moon Empires. It is the only recognized state of Fujiyama to be led primarily by humans.

Structure

Practically speaking, there is no one Gemai. Khans rule over vast nomadic hordes and claim only as much territory as they are able to hold against rivals. National decisions, when needed, are decided by vote among the Khans.
