Byrule: Holding A Turn

Any Belligerent may hold their turn. NPCs do so at player discretion. Holding a turn is declared at the start of one's turn. Whenever a Belligerent with lower RFX is about to take their turn, anyone who has held their turn may interject at that time to take theirs instead.

Holding happens at the discretion of the Belligerent's controller.
