The Storm King's Blood

According to the earliest written myths or records of the High Elves of Kobetsu, their origins as a species can be traced to the Reign of Storm King [Regulus XVII].

This tale is from one of the earliest written records in the Monastery of Thought in [Kakurega].

Researcher's Note: The elvish system of the measurement of time begins with the year of the alleged manufacture of the species.

In the first years of Azoriun, and the waning years of the Aeon of Boroun, The Storm King desired to create a new people in order to serve him. This was not something that any giant of a forge could manage, for the Storm King had asked the mastersmiths of all the giant nations.
The Storm King pondered this quandary to himself and asked the God of civilization, Adon, The Giver of Law and Light to give him a new people. Adon smiled upon him, for the Storm King brought Order and Law to a lawless world, but declined to create for him a new people. "Take care of what you have O Lord of Storms, a new people will just add to the chaos that challenges your order.".
The Storm King was undeterred, and sought the favor of Idite, The Knower and Discoverer, who was pleased with the progresses that The Storm King had advanced in understanding the heavens and elements. "Idite, Knower and Discoverer, I desire a new people to serve me and help me explore the great mysteries for you." Idite was not moved by this reasoning, replying "A new people will not help you O Thunderer, having to care for them will only hold your attention away from new discoveries."
The Storm King was hesitant, but descended his mountain, donning a penitent garb and pose, and approached the mouth of the entrance to Ayroz. He called forth for the guardian of the gate, Rakdorian. Rakdorian said to him "Who seeks council with the great diviner Ikhor, The Limitless and Inevitable ?" The Storm King, prostrating himself before the demigod, identified himself and his purpose. Rakdorian looked into the scrying pool of the Great Gate of Ayorz, and from it came the dark voice of the Limitless, "You need slaves? Use the ones you have. This is a folly that you will regret Regulus of Regulus, King of Clouds." Radorian then turned away the Storm King, who ascended back up his mountain to consider the matter more. He'd been thrice warned, and thrice rejected of his goal. However, the Storm King was a giant of purpose, and would no more be turned away than the great thunderheads themselves. The Storm King travelled to the volcanos of the Fire Peaks, to seek audience with Libris, The Bloodied and Free, but he was not favored by the god, and found the heat and flames too bright and hot to pass in order to even petition the god of freedom. Which the Storm King mused, is to be expected.
Striding to the valleys of Cayaria, the Storm King petitioned Tybor, The Wild and Immutable. Tybor met the storm king in a field of poppies, which the [Hill Giants], use as a symbol of freedom. This didn't bode well for the Storm Lord, but he petitioned the god, and without a word Tybor left the field. Perplexed, the Storm Lord sat in the field to decide his next course of action.
By his side appeared a Dryad from the poppies. "O Thunderer, I heard you say you had a need that only the gods could provide?" The Storm Lord considered the small creature. "You have heard correctly, though rudely you have listened to matters that are not your concern."
"Oh, but it is fortunate that I have O Lord of Clouds, for I may have an answer for your request with my sovereign"
Intrigued, the Storm Lord agreed to follow the dryad, and found himself no longer in his Kingdom on Eoferan, but the Wild of the Fey. Approaching a throne made of wrought vines and trees, he was presented by the Dryad to the Queen of the Summer Court, Titania.
"I hear that you need a new people O He Who Thunders." the queen hummed, her voice like the song of a gentle breeze that pleased the Storm Giant's ears. "I have this need Queen of Fey. I require a new people to serve the Giants in mining ore in hard to reach places."
"This would be a task for the gods of your realm would it not?" asked the Queen mildly.
"Aye, this it would be, but they would not grant me it." the Storm King admitted.
"Would you shed blood in this goal?"
"I have indeed, and would so again."
"Prove your words, and I may grant your request." The queens words held a power unnatural to the Storm King, and he felt compulsion in them. Drawing his axe from his back, he unbidden said "I freely give to thee, in order for our accord to be made." and cut his left palm along the head.
Suddenly, Dryads appeared, collecting his rich blue blood in waxen baskets. 
"With your boon, an accord is struck" said the Queen. "Return to your castle in the sky, and I shall visit you in three moons hence, with your new people.
The Storm King followed the Dryad again, and found himself in the field of poppies that he had met Tybor in. The poppies had all wilted, and the summer skies had turned grey with frost and cloud. He made his way to his fortress, and in three moons, he indeed found himself hosting the Queen of the Fae at his supper table.
"Dear king," Titania began, "I have for you completed our deal. Your people await your commands." The storm king looked around, but saw no one.
"What joke is this Queen of Summer?" he asked, perturbed. "I see no people for my service." 
"Would you like some salt for that roasted flesh of yours O Thunderer?" the Summer Queen asked, and to the surprise of the Storm King, his salt shaker moved, unsteadily, towards his plate. Looking at the salt shaker he found two forms struggling to move the piece, with flaxen hair, and lithe but strong forms, no taller than the shaker itself.
"What in the Thunder are these?" he asked, looking up to the Summer Queen, who smiled sweetly. "They are your new people my King, they are known as elves." The Storm King was agape, but surely he did see more of the little people hiding in fear or peering in awe of him from behind various tablewear. When he looked up again, the Summer Queen was gone, and the Storm King had his new people.
