Council of Sorcerers

The humans of the Corporate States of Ph’than, a nickname bestowed upon them by the rest of the world, hated the lax rules on magic and wanted to control its usage. This control manifested into the Council of Sorcerers in the early 200s, when they were based in Str’ana. Hoseki was one of the unfortunate victims of this control. After thirty years of being under the control of the Naa’ran, they wanted out. They tried to leave the Council, however, they were met with swift defeat from Ph’than.
Inarora's Excursion

One of the powerful organizations in the world is the Council of Sorcerers, which is a council who regulates the use of magic, as well as acts as the world's international government. It also encompasses the Intellgence Agency, which are the enforcers of the Council's whim as the International Police.

Originally it started as a Magic Regulation Legislator but has turned into the Enarian version of the United Nations. It is more useful than the UN though, which isn't a high bar.

Structure

As was mentioned earlier, it is loosely inspired by the United Nations, thus the structure is similar. However, of course they are not the same.


Council Diet

This part of the Council is made up of all the member states of the organization. Each member has up to twenty representatives in the diet, and thus twenty votes each. Voting is done by simple majority, although had Naa'rans had their say it would have been two-thirds majority. No one liked that idea. Nobody.

Main purpose of the Diet is to initiate studies and make recommendations to promote regulate international magic usage, international political cooperation, to encourage the development of international law, promote cooperation in the economic, social, cultural, educational, magical, and health fields, and to assist in Enarian rights. They also consider and approve budgets for the Council.

There are several commissions and committees that the Diet has established over the years which include:

Enarian Security Diet

Just like it's Earthen counterpart, the primary responsibility of the Security Diet is for the maintenance of international peace and security. More-or-less, this is a way to maintain peace between the Enarian Nations and Naa'ran, given there is extreme tension between them still. They're the peacekeepers of the world, even though no one asked for that.

States may refer disputes to the ESD for recommendations on settling disputes or tensions. Oftentimes, they try to avoid forceful actions to keep the peace. The Diet will call upon parties to settle their desputes without violence.

  • In recent years, there has been tensions in Str'ana, which is north of Ph'tan/Naa'ran. As a note as an author, I definitely need to make sure I mention some of this later on because it will become important information. Unfortunately, there will be more instances of strife between Enarians and the Naa'ran.

International Diet

Principal function is to study and report to the Council Diet, the members, and specialized agencies on economic, cultural, societal, magical, Enarian rights, health, and educational matters. Like the Council Diet, they have related committees which advice the Council Diet on the respective matters. They also give NGOs the ability to consult with them as well as the Council Diet.


The Elder

The "chief administrative officer" of the CoS, who is typically appointed by the Council Diet upon the recommendation of the Security Diet, from a list of candidates from around the world whether they work for the CoS or not. However, they do not represent their country of origin at all. They are only to work in the interests of the CoS.

  • Enarian Supreme Court

    The Enarian Supreme Court focuses on cases that violate international law. It sees cases for all sorts of things, but the biggest part it plays is in the magic law violations. In Inarora's House of Cards, it is referenced that Inarora, Damyien, Priwen, Kaedan, and Seri testified in the ESC against the three bad guys who used chronomysti and nullimysti. The three bad guys were then tried and sentenced to the Magic Prison in Riversmouth, Hyr.

    Public Agenda

    • Funds research into magic and technology.
    • Facilitates cooperation between countries, namely most Enarians and the Naa'ran.
    • Regulates how magic is taught.
    • Allocates and creates budgets for the organization for things such as magical research, technology research, science research, amongst other things.
    • Follow the global economy.
    • Keeping the peace.
    • Research and keep up with health trends across the world and offer recommendations based on that information.
    • Keep Nullimysti, Chronomysti, Necromysti, and Sanguimysti illegal.
    • Prevent wars (somehow?)

    History

    Before the Council of Sorcerers, there was no international legislation on what magics were legal and which were not. There was no one to enforce such things either. Countries instead typically insisted that people instead do not do things that could be considered harmful for others, but did not control the usage.

    When the humans arrived, they brought with them a need to control things. Things that didn't require laws before suddenly did. At first, it was confined to their country after they took over the Ph'tani continent. Then, it spread as they forced more countries to join their world council.

    The Council of Sorcerers not only regulate the use of magic, but they also act as a world police in some ways, with much of their initial doctrine originating from the Earthen "United Nations". The founders set up a "Ph'tani Convention" after hypocritically terrorizing and forcing people off the Ph'tani continent and trying to colonize other countries.

    One of the biggest things is that the Council is backed by extremist groups such as Children of the Prophet and Human Supremacy, as well as other more minor groups.

     

    Intra-Continental Wars


    Before the Council of Sorcerers was formed, the Intelligence Agency used to be a place to go for help for things such as murder or kidnapping, but not as a police force. They were there to help the community, without forcing a power over their districts. However, after the CoS was formed, CoS began sending spies and placing their people into positions within the Intelligence Agencies across the world in order to turn them into police.

    In 327, they managed to sneak into the End'orian Intelligence Agency, who had set up the country's first military in centuries in order to aid Rhanalan from Naa'ran control. The infiltration gave the Council a way to sabotage the war, so as to bring the Light Forces a chance of winning the war. This led to the murder of Ezekiel Beservera, who found out the plot to change the course of the war.

    When the Intelligence Agency learned of Lysander Beservera's plan to publish the dirt he uncovered about the Council and such, the CoS sent orders to IA to stop Lysander from publishing the book on them. Unfortunately, this lead to his murder in 396. Although the Council was not directly responsible for his murder, they are still indirectly responsible and the Beservera family all have a massive mistrust of them.

    In 358 when Inarora Ahlweni Beservera was there, the Council back then dragged their feet to bring Inarora back home. It took them going directly to the CoS in order for her and her friends to be returned home. Back then, the Council was simply slow to react to things and took their time like any other bureaucracy.

     

    International Politics

    As time went on, the Council of Sorcerers realized they needed to stay relevant somehow. Looking back on old Earth traditions, they decided to take on a new purpose on top of their current one: a global governance of sorts. Referring to the broken bits of information about the Earthen international government organizations, such as the UN and NATO, the Council took on a similar role.

    Around 367, the current administration, under Hana Laryani and with the aid of member countries, had a convention (called the Halikha Convention, as it took place in Halikha, Shahran) to develop the international government. This was in hopes of easing tensions between the Naa'ran and the native Enarians and have a safe place to discuss international issues, international disputes, and other things.

    Originally, this was intended to stop the second Intra-Continental War, however, they did not have the power to stop it and thus it happened once again in 401. After the war in 404, Enarian countries demanded to have more power to prevent a major international conflict from occurring once again. After all, no one wanted another war. Major wars were supposed to be a thing of the past, at least before the humans arrived, and given the wars happened twice, Enarians wanted an end to it.

     

    Currently

    Currently, the world sees CoS as being far too bloated, and would like to have things divvied up better. However, the Naa'ran currently have other things on their mind that isn't getting the Council to work better.

    I really like your layout and formatting, it looks really good. When you're ready to share, links to the articles of some of the things mentioned here, like the extremists groups, the different cultures, etc. would be great. Even without that, though, it's easy to follow. I can tell you've put a lot of thought and work into your world.

    This is beautifully laid out as has already been said, but I also love the world in general from just that world map. The geography promises a lot of interesting potential just because of it. As to this article, it is a well detailed piece, giving a great amount of insight about the rise and inevitable beginnings of the decline of the Council, while still feeling concise, to the point, yet well written and verbose, with a wonderful amount of detail. Plentiful yet not overwhelming or overly dense. That is a rare talent, hold on to it, hold it tight and never let anyone tamper with that ability or try and stop you from using it for all its worth. I cannot wait to see Enaros grow!
