Luxxon

Luxxon is the capital and largest city in Amoa. Situated on a bay on the west coast, at the mouth of the Bronwyn River, it marks Amoa's western border. It is bordered by the The Sunset Peaks to the south and the Eld to the north. It has an urban area population of about 200,000, while the population of the surrounding Luxxon region is close to twenty thousand. Luxxon is a historical and contemporary centre for arcane education, the arts, administration of the law, and industry, and it is the heart and spirit of human tenacity in the face of adversity.  

Name

The name Luxxon derives from Luxalos, the Sylvan word for good fortune. The name was chosen to remind all the citizens living in the city of their good fortune in escaping their elven slave masters. No matter what misfortune comes their way, the city's name is a reminder of the power of the human spirit.  

History

The area of Kraken's Maw Bay was thought to be uninhabited before the exodans arrived with their dwarvish guides; however, this notion was disproven by the appearance of the fey and forest spirits in the years after the Civil War. In the preceding two hundred years, Luxxon has served as the grounds for negotiation and dealings with the fey as well as a shared site for both the Naturalist path and the Pantheonic groups.    Early History   In the days when Luxxon was first being established, there were a lot of smaller political groups vying for power. What unified all of them was the agreement that the city must be led by humans. The political landscape was a mess, but this led to the formation of the guild culture in Amoa. Guilds specializing in a variety of trades appeared to support the citizens and ensure they could earn a living despite the unstable political climate. The mass support of guilds remains to this day, where they have become a symbol of status and desirability.    Post-Civil War Era   In the days following the Civil War, it was decided that a better system of governance needed to be codified, and the human population needed to divorce itself from the notion of modelling their systems after dwarves. There was a year of intense debates and conflicts until, eventually, the Constitua Prima was codified and made law, and the Free State of Man became the Republic of Amoa. The guild management system many of the groups employed heavily influenced the structure of the government with the High and Low Houses. With a reliable government in place, Luxxon set out to rebuild, and the humans distanced themselves from other races while they formed their own lifestyle and reputation.    Modern History   One hundred and fifty years after the Constitua Prima was ratified, the humans of Amoa loosened their restrictions on dwarves and most other races with elves being the exception. Despite the short lifespan of humans, none would ever forget the stories of their ancestors' time as slaves three hundred years prior.    This period is known as the Cosmopolitization, and Luxxon experienced a large influx of immigrants from Anvilmoor who wanted to see the northern lands. During this period, conflicts with fey and forest spirits were commonplace along the trade routes between Abberforth and Luxxon. The forest spirits were angered by the spread of humans into their territory. Eventually, Luxxon opened up negotiations with them, and Trastevere was founded as a shared border town in 1395.   

Government

From 1151, the boundaries of the city were comprehended by the baronies of the Luxxon area and the Duchy of Luxxon. In 1227, the boundaries were extended by the Constitua Prima, and ownership was transferred to the Luxxon government. Nobles retained their titles for display only, as recognition for their efforts in governing the Free State of Man. Later, in 1395, the boundaries were again extended by the Treaty of Trastevere.   Luxxon City Council is a unicameral assembly of 63 members elected every five years from within the city proper. It is presided over by the Lord Mayor, who is elected for a yearly term and resides in Luxxon's Mansion House. Council meetings occur at the Great Hall, while most of its administrative activities are based in the administrative offices in and around the main plaza. The party or coalition of parties with the majority of seats assigns committee members, introduces policies, and proposes the Lord Mayor. The Council passes an annual budget for spending on areas such as housing, traffic management, refuse, drainage, and planning. The Luxxon City Manager is responsible for implementing City Council decisions but also has considerable executive power.
