Aztan

Aztan is the title given to the mayor or commander of any Anwer settlement. Aztans are typically the captains of mercenary companies, and the majority of settlements in Anwer are built around temporary camps of larger mercenary groups. While there are a handful of larger settlements throughout Anwer that have an elected Aztan, these settlements are more often visited by travellers or merchant caravans than other mercenary groups. 
The Aztan of the largest Anwer settlement, Vanaha, is usually considered to be the leading political figure in Anwer, given that there is no ruling royal family or any other history of nobility.
