Judgements are executed when the stability of the world is in danger. These judgments have only happened a few times in history, most notibly the Fall of Dragons.
Fall of Dragons
Harmony between dragons collapsed in the face of adversity. Their fighting proved to be detrimental to the well being of other species as well as the planet itself. The breaking point came with
Fir'Tan's Scar. Atlor feared that the world would be broken by the dragon's wars and chose to act. The Dwarven guardians were dispatched to cull the numbers. This massive military campaign started in 5024 of the Reign of Scale and signified the end of the era in 5036. The total amount of dragons left after the culling was roughly 1/3rd of their original numbers.
In exchange for their services, Terra granted the dwarves a true life and souls.
