Quartermaster
After the Captain, the most authority on a pirate ship is the Quartermaster. As a Captain's right hand, they are in charge when the Captain is not around. They have the authority, and can issue punishments for not obeying commands.
The Quartermaster is also in charge of food and water supplies.
