Hedkail

A medium-sized city on northern Obeavos, located on the North Sea and The Sanvos-Alin Strait. 
Hedkail's major economy is based on the packaging and selling of large quantities of ice for more southern cities, as well as whaling, ship restock and repair, and breaking the ice that can build up in the Sanvos-Alin strait.
Despite residing on the strait in a similar position to Selenia, Hedkail has neither the population nor the military might to try and control all trade throughout the North Sea. Instead they have decided to become an almost necessary stop during the long voyage between Baikall and Vorkan.
