Bullregard Vollup
Bullregard Vollup is the owner of the Blackwater Tavern. Bullregard fancied himself an alchemist and would tell partrons that he was going to learn magic. His wife Hildigard bakes in the kitchen and serves food at the tavern. Bullregard would rarely work at the tavern himself unless very busy prefering to study upstairs mixing his tonics and concoctions.
Bullregard was revealed to be a Wachter Cult Magister when the party went to rescue Izek and Dinvyr after the fall of the northern gatehouse.
Bullregard drank a potion and grew in size, strength, and durability during the fight displaying tremendous strength when striking with his staff as well as casting powerful magic spells.
Bullregard was slain by the party in the reformation center battling to save Dinvyr and Izek.
The party removed Bullregards head and brought it to Vargas Vallakovich as proof of deed.
Meldrus took Bullregards prized mead recipe off his person after the fight.
