Legislative Body
Executive and legislative powers reside in the lap of the Emperor. While the parlimentary body, the Quorum, is permitted to publicly debate procedure and suggest action or laws, it cannot be enacted without the will of the Emperor. The Emperor is not restricted by the Quorum when making decisions. This form of absolute monarchy is socially tempered by the very slow pace that the Emperor and the Quarom move at. Major changes and decisions are discussed publicly and at great length in the Quorum, so when those changes come, they are not a surprise. No Emperor has made great, surprisingly, destabilizing changes that would change public perception from benevolent, paternal figure to authoritarian dictator. While the powers are not legally different, the social construct makes citizens of the empire treat their government as if it were very egalitarian, and very sane. The Emperor will often seed wishes into the Quorum, either by public decree for open discussion, or subtly approaching a Quorum member, to broach the topic on the Emperor's behalf.Executive and legislative powers reside in the lap of the Emperor.
