Fugitives from the Empire and Dom Vogson
While the party was in the dessert looking for Stormwind's Hammer, Bayleaf met alone with an agent of the human empire, Dom Vogson. Vogson had accurate descriptions of the party, and an accurate description of the Dauntless, the ship they were traveling in. He eventually left, but not after roughing up Bayleaf.
Dom Vogson showed up in Tradesman's Passing, going directly to the inn where the party was staying, and where Tethrys was alone. Though the barkeep turned him away, promising to give the message to the the party, who he thought was out. The human government was clearly on watch for people matching the party's description.

Dom Vogson faught briefly with the party, but rather than fight outright, chose to disappear back into the the city. Investigating the area Vogson was lying in wait, bluish powder was found like powder found in the craftsman distict. Tethrys had just spent an entire afternoon searching the craftsman district in Mathair's Hearth.
Dom Vogson arrested Govenor Frida Northridottir, who referred to him repeatedly as an Oracles. Bayleaf identified Oracles as a human boogie man myth, who operate otuside the normal naval or imperial chain of command.
