ulkazukai

The empire designates those belonging to the island colonies as ulkazukai, or "allies bound to the sea". There are many different clans of ulkazukai, most based in the Galipala and Duvadak Islands. Not all natives of these islands have reached the status of zukai, but more and more have chosen to do so, especially those of the Galipala Islands, as Glÿfen and [razutani] raids have become more and more frequent.
