The Silent Guard

Tasked with the defense of the King of Hemia, and those close to him, the Silent Guard are considered by most to just be an urban legend. In reality, their spies span the entire Kingdom of Hemia, most not even realizing who they're working for. The main focus of the Guard is on the city itself however, with more of the Silent Guard working in the Palace and Noble Districts than in the rest of the Kingdom put together.

Structure

There are two branches of the Silent Guard. The Watchers observe and compile notes on people of interest within the Kingdom, sending them up the chain and collating them to form large repositories of information. The Protectors then arm themselves with this information, occasionally bringing Captain Jhessail's attention to a person that needs to be dealt with so that she can inform the Spymaster.   The Watchers operate in cells, with only four clear ranks. The highest authority of the Watchers are the Council of Masters, the 60 best agents in the Watchers. Those who present then vote upon matters, with Jhessail being the tie-breaker if needed. Next highest are the 240 Journeymen, who are allowed into the headquarters, and do a lot of the administrative work in addition to acting as intermediaries between the Masters and the Apprentices, who run most of the   If the superior in a situation isn't immediately clear, they generally operate on a democratic basis.   The Protectors operate as a military unit, with four ranks. The base rank are the Corporals, who generally guard the organization's headquarters and perform menial tasks, occasionally being given a minor part in a protection detail. The next rank are the Agents, who perform most of the protection duties, led by the third rank: Sergeants. They also perform administrative duties for the smooth-running of the Silent Guard, and communicate with the Captain, Jhessail.

Assets

The Silent Guard Headquarters, a veritable bunker-fortress that rests beneath the city. An annual budget of 1,392,603 gp is taken directly from a number of royal coffers and holdings over the course of the year, with a full 240,000 gp of that being discretionary funds, and 40,000 gp being dedicated money for bribing spies and agents. The vaults of the headquarters also contain many magical objects and pieces of equipment, which can be withdrawn by agents with sufficient clearance for a short time. The militant arm of the Silent Guard can muster a total of 680 elite soldiers, trained mostly in small-group tactics and armed with a mixture of weapons and armour, with all of their metal armour being smoked or blued mithral. The espionage arm of the Silent Guard have a total of 800 agents, mostly concentrated in the capital, but also scattered throughout the Kingdom

History

Founded by Gorstag Auris after the murder of his father, the Silent Guard was initially recruited solely from veterans of the Royal Guard, with their headquarters being limited to three rooms in the basement of the palace. Once he delegated command of the guard to his cousin however, she soon expanded both the guard and its headquarters, re-purposing her burgeoning spy network to form the Watchers, and broadening the recruitment requirements, although not by much. Since then, the Captain of the Silent Guard has always been a member of the royal family who has no claim on the throne, usually due to their gender. Never has a member of the Silent Guard been swayed from their duty to the crown, although many of them see themselves as above the law. Generally it is agreed that as long as it does not negatively affect their duties, members of the Silent Guard are free to pursue whatever vices and sins they please, as attempting to clean up the guard would be an exercise in futility.
