Fish Row Parliament

A relatively small but venerable Parliament, the Fish Row Parliament covers Fish Row in Downtown and is just a few blocks in size. Originally formed in 1765 around the new warehouses along the north side of the river in the area around Fish Row built by Captains Francis Derby and Jeremiah Orne after their return to New Jerusalem from the West Indies, the Parliament was first convened by Rollo Rust, one of Captain Jeremiah Orne's beloved cats.   The Fish Row Parliament has seen Fish Row come up and go down in the world, but still it remains, its leader and membership passing on to one generation after another. Fish Row is currently a rather rough place for both humans and animals, a slide it started taking in the mid-1920s that it has yet to recover from. It is basically the skid row of New Jerusalem, but that makes it an easy place for most cats to go unnoticed, if also unloved.   The Parliament is currently headed by Lady Henrietta, a tough as nails, street smart, Domestic Shorthair. Lady Henrietta has a heart of gold but is a practical, no-nonsense cat who lives in and around the American House Hotel. If something is going on around Fish Row, Lady Henrietta probably has heard about it.   There are approximately between 15 and 25 members of this Parliament, all rather rough and some down on their luck. Other cats in New Jerusalem have a bad habit of looking down on Fish Row Parliament cats, just as the humans in town look down on their fellow humans who live in the same area.   For all its sharp at the edges attitude the Fish Row Parliament is still a highly organized, active, and trustworthy group that Lady Henrietta sees runs like a well oiled machine.   Some cats whisper that the Fish Row Parliament guards an ancient and terrible secret and that the actual leader of this Parliament is a strange old Siamese who lives at Pin Liou's tattoo shop, but for the nine lives of them no one can recall his name or having ever spoken to him - or for that matter a time in anyone's living memory when he was not seen in the shop through it's windows.
