Borders are open, and citizens tend to be relatively hospitable, but there is a tension in governmental interactions due to this.
As waters from the 3rd Rising - the flood that severely reduced the population to sustainable numbers and buried a majority of the Ancient people's technology under silt, soil, and surf - have receded, strange structures have been uncovered. Scholars seek to learn about the planet's history and gaina better understanding of the past. Most of the world does not know anything about the ancient people aside from what priests teach.
One scholar is seeking to recreate the ancient peoples' technologies. This scholar believes the gods were wrong and that the technology of the past would provide a brighter future for everyone.
The gods destroyed the ancient people because their technology destroyed the planet and entire ecosystems while creating unsustainable conditions, leaching resources, and igniting the people towards self-destructive tendencies.
