Russel Tethers (a.k.a. Flam-Flam)

Flim-Flam was a Terminal City criminal conman who specialized in defrauding people out of their fortunes. His meta ability was short term low level mind control. After a bank robbery went wrong, he ran to The Trust. He was hunted down and killed by Knightfall, who trapped him and burned that structure down around him with a number of others.
Prior to his death, Flim-Flam was known to run with Charlateen, a meta youth who could summon apparitions from their marks past, convincing them of the pairs ruse's.
