Background

The Malthrin Constitution was formed at the founding of The Sultanate of Malthri, where The Impaler Prince Kor'sarro Krieg laid out the tenets of his new country and the laws his land and government would follow.

Public Reaction

Much of the desert's citizens initially reacted with outrage at having been forced to live beneath laws after so many generations spent in anarchy, but in time much of the western desert came to accept it's rule. The eastern desert yet remains stubborn and steadfast in its refusal of the Sultanate's laws, however.

The Malthrin Constitution

1. None may challenge the Sultan to any contest of power aside from the Blade of the Sultan's Court. Any creature may challenge the Blade and claim the position in a challenge. The Sultan has exclusive rights to decide the conditions and terms of the challenge, but they must be decided to be winnable by the Court. After a challenge between the Blade and the Sultan, regardless of the victor, no challenges between the Sultan and Blade can take place for precisely one week.
2. The Blade of the Sultan's Court shall hold no voting power in the Sultan's Court, but shall break tiebreakers and be the default warrior to defend the Court's rulings in case of a dispute with the Sultan.
3. No creature can hold the position of Sultan that does not meet the following requirements:

1. Must have reached physical and psychological maturity for one's race.


2. Must have achieved significant military, personal, and/or tactical victories or achievements for yourself or a liege.


3. Must be either a natural-born citizen of the desert, a resident for at least 5 years cumulative, or the victor of 100 challenges over the course of no less than one year.

4. The decrees of the Sultan and his court shall never be disobeyed.
5. Each city shall elect 2 representatives to a national court with any trials or means they see fit be they martial or magical or otherwise so long as they are a true test of strength, where the Court Officials debate and create laws to submit to the lord for his final approval.
6. Each Village shall elect 1 representative to the same national court with any trials or means they see fit, be they martial or magical or otherwise, so long as they are a true test of strength.
7. The Sultan shall always have final say on laws submitted, as well the divine right to propose changes or edits to those laws submitted to them. In the event of disagreements between the Sultan and his Court, let them be solved with MORTAL KOMBAT a duel to the death between the Sultan and the Blade of the Sultan's Court. If the Blade is absent or dead or unable to carry out the challenge, the Court may decide upon another temporary representative to do so.
8. There shall never be an even number of members in the Sultan's court.
9. The Skimmers shall be immediately be dissolved, and formed into the new national police force. They shall retain their name and identity, but shall work for the Sultan to uphold the rule of law.
10. The lords or chieftains of each city or village shall each have the right to appear in the national court and have their opinion count as that of two representatives separate from those their holdings have already elected.
11. All disputes, conflicts, unclear matters of law and similar issues can and should be settled through strength and strength alone, be it through a challenge or other manner of settlement.
12. Even the rights of the populace are to be decided upon through strength or challenges. If one proves mastery over another creature, they are to be stripped of their rights and treated as property of another creature for precisely six month's time. At this end of this period, if they still live or desire to be free at all, all owned creatures are given two weeks to recover back to full health, and another challenge is undertaken by owner and the owned parties to determine if that creature earns their freedom.
13. All challenges must be overseen and/or officiated by a legal representative and/or enforcer of The Sultan's Will for the challenge to be both legal and binding beneath the Sultanate.
14. Any being who owns the right to another creature may release that creature from service at any time by providing the relevant paperwork to the Skimmers or the Sultanate. Likewise, they may kill them at anytime.
15. The skimmers shall be the final say on all matters of dispute in the laws contained within, and all laws past and present. Their will represents the will of the Sultan or Queen.
16. If a challenge is issued by one with little power to another with great power, the challenged party has the right to refuse the challenge if the challenger is too weak or lacking in influence to garner their attention.
17. A creature that loses a challenge to a noble, lord, chieftain, or similar being of power within the Sultanate cannot challenge another creature for a year's time, during which they are owned by those who they lost to.
