The benches, railings, vendor platforms, and arena steps distributed throughout District 1 where players and NPCs rest, spectate, and exist between activities.

Moira Voss is the most consistent permanent presence in these spaces: a self-described bum visible in the same rotation of seating spots at roughly predictable hours, never apparently doing anything. B-rank Heroes find other places to sit. Villain crews give her a wide berth. No one has ever asked her to move.

Regulars have noticed that Moira's state of alertness functions as an informal early-warning system. As long as she is leaning back with a drink, the situation is stable. If she sits up straight and sets the drink down, something significant is about to happen.
