The Enclave

The Enclave is what remains of the United States Government.  Formed by politicians, military officials, and others of the wealthy and elite, the Enclave fancied itself the "greatest group of minds on American soil."   The Enclave constructed several bases in the United States, with the most prominent bases being an oil rig in the Pacific Ocean, and the Whitespring Bunker in West Virginia.  Raven Rock, near to Washington DC, became a military staging area with intent to reclaim the US Capitol.    The Enclave became cocky however, and began to assume that no matter what happened, even nuclear war, the United States would come out on top.  A grand societal experiment, dubbed Project Safehouse, was created and put into place by a government-backed company called Vault-Tec.  While Project Safehouse was originally intended to shelter a portion of the United States' population, the Enclave quickly contracted with Vault-Tec to turn it into a series of social experiments.     However, the Enclave underestimated how quickly things would fall apart after nuclear war, and after October 23rd, 2077, communications between the various bases, and the Vault-Tec Vaults, were lost.   The Vaults did continue to function as programmed, but the Enclave's ability to gather the information was severely hindered.   Shortly after communications were lost, there was a brief, but very deadly civil war between some of the Enclave forces, since sevearl people declared themselves President in the absence of proper communications.  The population at Whitespring Bunker was completely wiped out, and the Raven Rock base was severely decreased.     Once leadership and communications were reestablished with the strongholds and holdout locations, the Enclave adopted a highly xenophobic outlook, deeming anyone who was not part of the Enclave as a "mutant," including Vault Dwellers, and then slating all mutants for extermination.    Their plan was ultimately foiled by Teshi in 2242, when he destroyed the oil rig, and most of the leadership.  A few refugees were able to travel to the Raven Rock base near Washington DC, and attempted to occupy Project Purity in 2277.  However, that plan was foiled by Melody Manning from Vault 101, and the Raven Rock base was destroyed, as well as Adams Air Force base a few months later.   With the destruction of both of their last major bastions, the Enclave was considered well and truly defeated, though a few squadrons continued to operate on their own in isolated areas.

Disbandment

The Enclave was considered officially dissolved after the The Brotherhood of Steel wiped out their last remaining headquarters at Adams Air Force base.   Small pockets of former Enclave personnel continued to operate, but with no centralized leadership, many of them integrated into the local populations within a decade.
