The Citadel and Citadel Isle , originally of fealty to the Alengor Dynasty and later joint fealty to the Dumas Empire and Kingdom of Arcadia is granted autonomy from both and is recognized as being a sovereign state as part of the Renewal Festival.
Those with arcane gifts within The Empire and Arcadia, however, are still required by law to be sent to the "Isle of Magic" to learn to control their abilities.
