A peace agreement resulting in the end of the Great War

After months of build-up, the city of Tyrnal is used as a gathering point for an enormous peace conference, consisting of hundreds of delegates for the various parties involved in the Great War.   The resulting document, the Tyrnal Accords, contained an agreement to remove various troops from sovereign territories, ceded some land, set limits on the proliferation of guns, magical weapons, and certain destructive spells used during the war, and also required the Halflings to criminalize the members of the Cult of Kulo and their worship practices.
