Talonstone is one of the most northern of cities on Ceros, and as such is often icebound. Port for both sailing vessels and iceriggers, it nevertheless hosts a thriving mercantile community. Uniquely for the seat of a Jarl (in this case Ostenmark), Talonstone has not been fortified due to the impracticality of attack.
Government: Talonstone is run by its Thane from the Lower Hall (the Upper Hall served as the Jarl’s residence). No formal council or ealdormen serve; rather, the merchants of the town have direct input in the thane’s court.Population:

In the hills near the town there exists an unusual stone formation, looking something like the claw of an eagle. Since these majestic birds live in the hills nearby, the connection made the site a holy one from ancient times. The Talon Stone is dedicated to the gods of the Volsung Pantheon, and thus the nearby town is the spiritual seat of the kingdom, ruled by the High Godi.
