The easternmost human civilisation, Higara is a relatively new state, despite its citizens inhabiting the continent of Genkai for aeons. Under its Immortal Empress and their local warlords, the people of the Jō-yoi have lived in relative peace and solitude for nearly a millennium. The northern threat of the Rakshasa however has resulted in the forming of a more stratified administration under the current rule of Taishō (Dictator) Soga Kaii, who has united the various warlords under one banner, mostly by taking their heirs hostage. He now rules the realm with an iron fist, and has conscripted the various Samurai of the warlords into his new army to defend the country at all costs. His blessing by the Immortal Empress is undeniable, for he has lived far beyond the age a mortal man could and has yet to show signs of greying hair.
The Higaran people have much practice in war, as they often squabbled amongst themselves for small territorial gains. This was overlooked by the Empress as long as all worshiped her as the goddess she hopes to be, and so that the great houses could never challenge her. The Jō-yoi are also avid artists, practicing poetry and music as much as their skills of wielding and forging their curved steel blades. Beyond that, they also make skilled sailors since they are intertwined with the sea which they crossed so long ago to pacify and settle the lands of Genkai.
