The Regalti Allied Navy, or RAN, is a multi-national, multi-planetary alliance of roughly 90% of the entire Regalti Civilization in the The Delvi Star System. It formed from the remains of the Bevarian Empire's military after the War of Purges over 600 years ago, and eventually turned into the Delvi Alliance, a multi-national, multi-planetary alliance of hundreds of separate nations.



History


The War of Purges
270-250 B.E. (620-600 years ago)

The war of Purges, also called the Great War, the Sixth World War, War of Bevarian Succession, and more, was a devastating war that involved most of the Planet Collena and many nations from Sephar in the years 270 to 250 Before Exodus. The Setup for this war was that the Bevarian Empire had conquered most of the known world in a blitz campaign lasting only a few decades. They controlled most of the world's industry, money, military, space assets, and more. They also had a foothold on the Moon Sephar with several loyalist nations. The War started when the Emperor of Bevaria died in the year 271 B.E. with no heir. Several notable Bevarian leaders claimed themselves to be leader of the empire. More importantly, a number of nations that were recently conquered all suddenly declared war at the same time.

While Bevaria's many leaders were busy fighting among themselves, the nations of the rest of the world were beating them back regaining much of their lost territory. Before a new emperor was crowned in Bevaria, they had lost more than 90% of their territory to other nations or to breakaway rulers creating a new Bevaria of some kind. The new emperor was sympathetic to other nations and leaving Collena as a free world composed of many peoples, so, with the exception of breakaway factions, he brought all of his militaries back to the homeland.

The newly peaceful Bevarian Empire downgraded itself to Kingdom again (and about a dozen 'new bevarias', 'greater bevarias' and more were created). While it was impossible to know which Bevaria was responsible for this worst of war crimes or which was the true agressor in the world, the world was at peace again. The Bevarian Kingdom sought to conquer the stars instead of people and they accelerated their space program, funding the research and construction of space elevators and permanent habitats in space. The Bevarian Royal Navy was redesignated as a Space Force, with most of their navy being dismantled or given to the Coast Guard.



Contact with Maorians and Vusinor
250-240 B.E. (600-590 years ago)

The Maorians and Vusinor were watching the war from far away, hoping the war wouldn't end in nuclear genocide. Luckily, not a single nuke was fired in the war. The Vusinor pinged the Sephar Regalti first on radio, then the Collena Regalti. They landed on each world, presenting themselves as advanced civilizations from nearby systems. They came to assist the Regalti in conquering space across their star system. In Return, they got the planet Halana and all the moons that orbited it (for which the Regalti still don't know why). The Vusinor freely gave the Regalti their technology, but it was so far advanced that the Regalti had no hopes of reverse-engineering it. They could only take advantage of individual units of any given tech they purchase from the Vusinor Civilization.

The Maorians also offered assistance and unlike the Vusinor actually shared technology. Their technology was much closer to the Regalti in terms of development than the Vusinor was, who were tens of thousands of years ahead. With this, the Regalti developed and started construction on a series of sixteen Space Elevators at Collena's Equator, with eight more on the Moon Sephar. These elevators would take over a century to construct, but once complete, it would change the Regalti civilization forever.

The purpose of the Bevarian Royal Navy quickly outgrew its original purpose, and as more and more nations joined the military alliance, it was renamed the Regalti Allied Navy, and it serves as the military of the greater Delvi Alliance. The Maorians offered advisors, and the RAN took the Maorians up on that offer. One of the most well known of these advisors was Sul Queorim. With the help of the Maorians and Vusinor, the Regalti quickly grew to conquer their star system.

Void Hives
230-220 B.E.

As the Regalti expanded further outwards, their warm technology and habitats started to attract unwanted attention. The Maorians called them Creatures of the Void, a form of life with no known evolutionary origin that lives in the Oort Clouds of nearly every star system in the galaxy. Their hives take on the appearance of comets and the creatures living inside will get attracted to heat sources. An especially large Hive was found in orbit around the planet Arta, and millions of creatures were descending on Regalti colonies around the planets Kinta and Baultar.

This was the first test of the RAN. The Vusinor claimed they didn't have much in the way of military craft, and neither the Vusinor or Maorians would have their own military craft in the Delvi System for a few weeks. Under direction from Sul, the ships of the RAN were able to destroy virtually all of the void creatures, with less than 0.01% of their own forces lost.

These Hives are hard to track because they look so similar to comets. The Vusinor suggested simply vaporizing every last comet beyond the orbit or Arta, but the Regalti objected to that due to the resources that would be lost. Because of this, a sizeable part of the RAN is forever dedicated to seeking out and destroying Void Hives and the creatures within.

Senon and Stellar Regalti
200-150 B.E.

In just fifty years since the Regalti got serious about space exploration, and with the assistance of other species, they had colonies all over their system with few exceptions. The population of Regalti in Space reached a staggering 500 million Regalti in the year 200 Before Exodus, and by the year 150 B.E., it was nearly 2.5 Billion. The population of Regalti on the third habitable world in the Delvi system, Senon, was approaching a billion people.

The Space colonies had their own issues compared to the surface of Collena and Sephar, and the colonies on the planet Senon did as well. The RAN tried to keep the peace, but conflicts quickly grew out of disagreements between colonies and the nations or corporations that owned them. by 150 B.E. many colonies were declaring war and breaking away from the RAN

Without a solution to the problem, the RAN turned to the Maorians to figure out how they dealt with their colonies. Sul explained that established Maorian colonies that can supply their own needs are all independent and succeed and fail on their own. He suggested that the same be applied to the Delvi System. Even though the Vusinor are all part of the same empire, The Vusinor advisors said a similar thing, saying that some amount of independence is necessary.

In the Year 150 B.E. the Charter of Self Rule was established, dictating that any colony that could sustain itself could break away from their parent country and be considered an idependent nation. It also barred privately owned Corporations from owning colonies and creating laws that took away the freedoms of the nation they came from.

After this, many colonies rallied behind several flags, creating around twenty new nations in Space and on the planet Senon. They were each given a single seat in the Senate. A few colonies maintained their relationship with their owning nation through this time.

The Tipping Point
50-0 B.E.

By the year 50 Before Exodus, the number of Stellar Regalti had become equal to the total number of Terrestrial Regalti living on the planets Collena, Senon, and Sephar. Around 45 Billion in Space, and 45 Billion on these worlds (25 billion on Collena, 16 Billion on Sephar, and 4 Billion on Senon). The Space Colonies were equally as powerful and in many cases were much more powerful than the nations of Collena or Sephar. Nearly all of them were part of the RAN. The RAN in this time had grown to become the largest military force in the Delvi System whether it be Land, Sea, Air, or Space. There were around 200 member nations across the system.

The Space Elevators on Collena and Sephar were complete and millions of people and millions of tons of cargo was moved from the surface to space on a daily basis. It still isn't known what the specific tipping point was, or how it happened, but the Exodus from Collena and Sephar had started. It took about fifty years, but by the end, Collena and Sephar each had fewer than a Billion Regalti living on them.

This was when the balance of power truly shifted. The Kingdom of Bevaria, once the single largest nation in history with 20 billion subjects, had been reduced to a dozen splinter nations and the kingdom proper only had a population of 10 million. Compare to the Republic of Trena, a massive Stellar nation of 15 billion Regalti citizens that had influence in the orbits of nearly every world in the Delvi System and had started construction on the Dyson Swarm around the Star Fevaultar.

The planetary nations (Collena, Sephar, and Senon) held onto their hold over the RAN and the Delvi Alliance as long as they could, but by the time the Exodus had ended, they were very minor players to the greater Regalti civilization. As a voting bloc, they still held the most power in the Senate with about 125 seats for 125 separate nations, but had much less than 50% the population after the year 50 B.E. Due to the changes in population, the Stellar Regalti were demanding changes and had considered reconquering the worlds to regain resources. The Stellar Regalti were preparing to invade their original homelands to force a change in the system.

The RAN was understandably in a moment of crisis here. It only passed when the nation of Krensria bombarded the nation of Pondori on the Moon Sephar from Orbit and then invaded, causing a backlash from all the other members of the Delvi Alliance.

A new treaty was signed in the year 25 B.E., the Charter of Worlds, that barred the Stellar Regalti from colonizing the surface worlds, barred the surface worlds from colonizing Space, and enshrined the Delvi Alliance as the intermediary between the two. It also established two Chambers of representatives, the Surface Chamber, and the Stellar Chamber.

The Stellar Chamber is composed of any orbital structure, and the Surface Chamber is composed of any Regalti that live on the surface of any world, moon, asteroid, or otherwise rocky body in the Delvi System.

The Stellar Chamber acts as the lower house and the Surface Chamber acts as the upper house. All laws are made in the Stellar Chamber, and the Surface Chamber has veto power. All senators are elected positions. The two chambers combine their vote for a new chancellor and all administrative and judicial positions. The RAN can only make military action when the Senate as a whole votes to allow it.

Present Day
354 A.E.

In the Present day, Stellar Regalti make up around 55% of all Regalti living in the Delvi System. Collena makes up 1%, Sephar makes up 8%, Senon makes up 8%, and the remaining 24% are scattered across surface bases on the many moons across the Delvi System.

The RAN has been keeping the peace for hundreds of years. The latest conflict is over just how empty the Regalti's original homeworld has become. Barely a billion people live on Collena, mostly concentrated around Argen, the Silver City. Many Regalti want the world to remain empty, even long after it's abandoned, whether it's as a nature preserve or a place for tourism/pilgrimage. Other Regalti fear the world will soon become full of graves in massive Tomb Cities, as most Regalti still practice Burying Their Dead. Others still want to exploit the planet for resources again as they did to other worlds in the system, feeling no attachment to their form homeworld at all. Luckily for the Regalti who still live on and cling to their homelands, the Charter of Worlds prevents the Planet Collena from being exploited by anyone except the nations of that world, and nearly all of them are in agreement to not give in to the demands of the Stellar Regalti. How long this will continue is anyone's guess as the Stellar Regalti hold more power than anyone in the Delvi System.

Upper Chain of Command

Chancellor

Commander-in-Chief of all allied Armed Forces of the Delvi System. The Chancellor is an elected position, voted on by the 201 member nations of the Delvi Senate. They are elected and sworn in every ten Standard Regalti Years (1 Ryear is equal to 1.37 Solar or Human years).

The Chancellor will make policy reccomendations and acts as the head of state when dealing with alliances from other star systems. While technically in charge of the armed forces, any order they make must be approved by 75% or more of the Senate. The operation of the armed forces is left to people below them.

Chief of the Navy

Commander of the Regalti Allied Navy. This person will set most policy decisions and act on the chancellor and senates orders to move the military to where it's needed. They are selected by the Chancellor when they take office and the Chief's term is the same length. If they resign before their term is up, a new one must be nominated and elected by the Senate.

Advisors

Unranked advisors to the Chancellor and the Chief of the Navy. They may sometimes take command of ships and fleets, but mostly act in an advisory role. Not just Regalti, but Maorian and Vusinor are made advisors as well.

One of the more well known advisors that has been around since the formation of the Allied Navy is Sul, a Maorian that is technically an advisor, but also tends to fly his own ship and do mercenary work throughout the Cairn Sector.

Author's Notes

I need to separate this article into two separate ones. One as the actual Delvi Alliance (the united nations style alliance), and the other as the Alliance Navy (the military controlled by the alliance). For now, the article has the two together.   English/American ranks are shown until I can come up with something better. Also, I'm not really feeling the whole enlisted/officer rank structure as seen on earth and in many science fiction stories. I'll come up with something better next year. The current notes on the actual idea....

  • All Ranks are commissioned.
  • Several versions of the Ranks from Ensign to Lieutenant. 1 set for the soldier jobs, 1 set for the technical jobs. 1 set for the medical jobs. 1 set for the pilots.
  • Soldier ranks report to senior soldier ranks. Same is true for technical jobs, medical, and pilots.
  • Captain or Commander are over all other ranks below them no matter what as they are in charge of an entire ship. For the smallest ships, there could be a special lieutenant rank to designate their charge over the other lieutenant ranks? Not sure yet...
