Primarch of Otway
Arstot's past remains mostly an enigma. His patron, Tiamat, refers to him as 'Little Kobold'. Whether or not this devil once was a kobold or if this is a disparaging diminutive is unclear. Regardless, Arstot has fought tooth and nail to lay claim to as much territory as possible. Playing the metallic dragonborn as a representative of Bahamut, Arstot was able to amass a dragonship navy that helped him infiltrate and carve out House Ermine into a puppet dragonate.
Arstot holds no particular affection for Otway instead seeing it as only an insertion point of his invasion. Arstot has no known connection to the devils of Dire Island and may actually lead to reprisals as the Second Seed movement grows in the Lower Wylds.
After the Shields of Sentynel broke the infernal power of the Torcs, the slaves in the Lower Wylds rebelled. Tearing down all the houses of Otway, the slaves (identifying as Torcs now) drove the Ermine from the Capital back into the Marbled Sea. Only the heavily garrisoned Chateau d'Otway remained in his control. Jade Dragonate dragonships enacted a feign attack on Shiftgate to distract from their main assault to retake Otway. His forces from both Shiftgate and Otway were repelled by the many houses of Otway and an overwhelming fiendish force backed by Zariel.
Arstot fled capture and pursued the Shields as they were returning up the Withering Road. Posing as a Shield, Arstot sneaked into the camp and acquired one of the dragon orb artifacts of Tiamat lost during the diversionary assault on Shiftgate. Arstot teleported himself and a dominated defector back to his fortress his conquered island on the Marbled Sea.
