Peripheral Citadel

The Peripheral Citadel is the de-facto though not official Capital of Impesta, as the The Impesta Confederacy consider all its member equal. The City surrounds a relatively small fort that survived the age of judgment seemingly due to its irrelevance to the invading demon hordes. After the Impesta Rebellion This was decided as the meeting place for the 12 states and was granted pseudo independence as to not give any of the states an edge in diplomacy. Being the yearly meeting points of the most influential in Impesta it attracted many merchants and traders as well as spectators wanting to see some of the more famous and infamous leaders (such as Mashida). This has led to a city of its own sprouting around the fort. This city is home to a large number of Kashrishi diplomomats, a rare race that mostly disapeared after the advent of the tragodian empire, most of there kind have flocked to the city of Peripheral taking great interest in being at the center of the turbulent confederate politics. 
Politics
The mayor of this city who is at the same time the owner of the Fort in its middle dubbed the Peripheral Fort is the rightful owner of the land and is elected for life to prevent any impartiality. Upon his death a new successor must be agreed upon unanimously which quite often simply does not happen. Due to this the decedents of the previous mayor tend to be the 'temporary' leaders of this region. Whilst this power might seem small the mayor has a seldom used but critical political power. In the case of a tie during a vote of the The Impesta Confederacy the mayor is granted a deciding vote. This has happend verry rarely due to the odd numbers of states and the ability for those who abstain to change there mind in case of at tie.  Currently a mayor that was formerly elected by all of the confederate states in 1997 due to his supposed agreeableness. She is the first formal Impestan Mayor in 300 years.
