It's all in a flower.

A hidden threat

There are some within Salike who have come closer to the truth of the Daemons than anyone else. They have formed a tightknit group which actively works against the Institute and seeks to expose their lies. Though the members of the group are few, they have built up quite a network of eyes and ears that pass information along to them. Though the Institute is aware of a group working against them, they have not been able to track down specific members. The group is exceedingly careful as they are well aware of the consequences of capture.
 

A network of informants

There are those the group trusts enough to collect information for them, though they are not privy to the group's innner workings. They are used to gather rumours about certain individuals and in some cases act as spies. They work autonomously and most don't even know each other. They come from all walks of life; beggars, merchants, servants and even some from the higher eschelons of society.
 

A secret sign

Whenever an informant has information for the group they will display Hill Sage Flowers. How they are displayed is dependent on the informant; a beggar might wear a posy in his lapel, a merchant might adorn his shop front with them or a wealthy citizen may place them in a windowsill. Members of the group will pass by certain locations every few days, and if they spot one of these flowers will endeavour to find a way to contact that person.
 

A popular accoutrement

Hill Sage flowers are quite a common adornment in Salike due to their varied colours, beautiful scent and long lasting nature: it takes them much longer to wilt after picking than most other flowers. Their popularity was the reason the group chose them, as displaying them would not raise suspicion. They know who their informants are so there is no chance of confusing another who bears the flower as an ally.

Colour coding

Displaying an orange flower means the information is important. A green flower indicates an interesting rumour. A red flower means the informant may be in danger of discovery or is being followed. A blue flower indicates the informant may be out of contact for a bit.

I love the idea of the colour coding. I guess that would be really important so they know what information their informant has - I wouldn't have thought of that!
