The Harbormaster

The Harbormaster is the de facto leader of Fair Luck Bay. They have say over which ships can enter and exit the harbor, they have access to extensive knowledge over ships' captains, crews, and cargo. They collect "upkeep" (taxes) and real estate fees from local shops. Traditionally, they assign The Sirenkeeper. They also have the ability to Call The Fucking Flags in time of desperate need.
