Magic's Bloom
The world while not old has had its issues, it has faced powerful mages and those that would try to affect the stability of the various governments of the world. Not just that but there are those that seek to use magic to enslave or destroy all that oppose them. Smaller incidents of this have pop up across the empire, due to this the Mystaan sought to create an organization that was tasked with protecting the kingdom from external threats that could fight through and against this magic. The group was funded by the government of Rakai and made strives to educate those that have come into magical abilities so as to reduce the amount of magic users that felt put out or discarded by the government. Thus slowly the rise of powerful evil mages that could cause issues on a large scale.
Yet the world was not entirely safe. There were still external threats to the world itself, as the world was informed during the war of the gnolls. There are power beyond that of this world that would seek the destruction of the power that exist. By throwing the world into possible chaos the external powers could take hold of the conflict to impose themselves on the world. The group would seek to prevent these threats and carry out means to research and lead preemptive attacks where possible.
As Magic's bloom diversified, the goal remained the same: protect the world, people, and empire. Yet with each new person they recruited they now had to resolve how to handle these tasks, in addition to maintain there numbers and relevance. This led to the creation of a university that opened in Rakai. The university would teach various schools of magic for those of the educational type. It would also allow those that simply manifested powers to learn how to use them safely in an environment that could be controlled.
Structure
The guild has a few administrators and teachers but the guild is simply build of freelance individuals.
The freelance individuals develop their own purpose and simply report back to the Guild with what actions they have taken in between reports.
Public Agenda
The guild operates behind the scenes or through individuals that have no public agenda. In general the goal of Magic's bloom is the education, protection of magic users, and the preservation of the material plane.
