Shadow Assembly

The Shadow Assembly is an otherwordly agency made up of beings from the plane of shadows. They covet power by gathering secrets and offering that information at a cost. They are always willing to make a deal on information though the cost of their information is often steep, that said they have been in contact with spy agencies and criminal networks who are desperate enough for information.

History

The Shadow Assembly keeps the secret of their formation to themselves, but the leading myth states that the original members were information brokers who were being hunted down by powerful beings who didn't want their secrets to be shared. After many years of trying to evade their hunters, they came to a desperate decision to flee into the plane of shadows and hide from their hunters in the shadowy plane that is the mirror of the material plane.
From there the brokers had to band together as their safe haven was anything but, beset by endless darkness and the monsters within the group put their efforts together to create a base for them to reside in. While they may have been able to keep the beasts out, they couldn't keep the shadow plane out. Eventually, the plane corrupted them altering them to be shadow beings as well, this turned out to be a true boon for them as now they could easily move through the shadows and spy on the material plane. They quickly began to fall into their old roles as information brokers, but the harsh light of the material plane now hurt them, and so their dealings with those that dwell in the light now take place with the Assembly member wearing strange masks.
As their influence began to rebuild they joined their networks together and truly formed the Shadow Assembly as it operates now, the lords of the Assembly deciding what information is kept and which is shared, as well as the price. From there they employ numerous agents to gather information in more traditional methods, though they can also spy on the world through shadows.
