Barons of Hell

Many know the dukes of hell but lesser-known are the Barons of Hell for they pertain to a time before the hells became what they are today. They have always been a place of evil and torture but the original rulers were the Barons, they were numerous and waged war constantly with each other for territory and power. When one died they absorbed the others' power, this caused them to always seek to destroy the rest of their kin to become more powerful. When the dukes of hell were created they managed to destroy most of the barons and seal away the more powerful barons in long-forgotten prisons in hell.
These days there are only two known Barons of hell, but it is suspected there are still numerous others that have yet to make themselves known to the planes. The two that are known are exceptionally powerful, The Exarch was very near to divinity before he was sealed away fueled by the desire of the other devils to become better they fed into his domain of perfection. The other is Ziggara who boasts an entire nation of mortal followers who quite zealously do his will.
