The Senate
The senate the legal rulers of the City of Bavo'sand, its republic of trade and everything that comes with that power. Made up of 90 individuals selected from the Mages, Guilds and Houses. The Guilds and the Noble Houses representives are elected from hundreds of potentials, first wittled down by their own organisations before going in front of a public vote of the general citizens of the City. (Not all who live within the city of Citizens). Each can hold the position for a maximum of 3 terms each of 4 years. While the mages, know one sure how their 30 are chosen, but at each election, a number of their members are replaced with new blood, and none seem to hold their position for more than 3 terms, but that law doesn't apply to the Mages positions.

Senator
Holder of the Keys, the leader of the Guild Members within the senate (chosen by the guild senators)
Holder of the Crown, the leader of the Noble Houses within the senate (chosen by the Nobles)
Holder of the Staff, Leader of the Mages within the senate (chosen by the mages)
Public Agenda
To enact changes the laws of the city, to be final arbitrator of the law, trade agreements and decisions that the affect the city at large.
History
The Crystal mages announced by decree at the end of 2185 that their were going to give up their dominance of rule of the city, and that the Senate would be reopened and that equal Mages, Guild and Nobles would sit within to decide on rule of law and any other requirements that affected the city as a whole.
During the rest of 2185 and a large part of 2186 discussions within the Noble Houses and the Guild Halls over who would sit within the Senate, a decision was made that it should be an open choice and each group could nominate a number of canditates and that the Citizens of the city would vote for who their thought was the most worth of the position.
After The Days of the Sister in 2187 the senate build appeared on the edge of the Mages Protected centre of the city and all newly elected were allowed to enter, to discover 30 Mages already within their seats, and the rest is history as they say.
