The Seat

The Seat stands as the grandest and most populous city in Tir Volen, a beacon of culture, power, and mystery. Situated on both sides of the Severed, the enormous river that bisects the city from east to west, The Seat has evolved into a sprawling metropolis, shaped by the unique challenge of a river dividing its heart. This waterway is partially controlled by the Hydromancy Engineers Guild, who use arcane methods to regulate its flow through smaller streams and subterranean channels, ensuring the city’s infrastructure and districts remain cohesive despite the river's presence.
  The city itself is split across the northern and southern banks of the Severed, each half serving distinct purposes but harmoniously connected by numerous bridges and magical transportation systems. The northern half of The Seat houses the city's most important institutions, noble residences, and administrative centers, with the expansive Royal Keep sitting on an island at the center of the Severed itself. This island acts as its own district and contains the Royal Palace, various governmental buildings, and other grand structures connected to the city’s rulers.
  To the north-east of the city, just outside the walls, lies vast stretches of farmland that eventually lead to Maker’s Point, Tir Volen's agricultural hub. These farms are essential for feeding the city's immense population, while the fertile land benefits from the irrigation provided by the Severed's tributaries. Additionally, lush greenery and gardens dot much of the northern and western sides of the city, where noble families and the affluent reside in large estates, often overlooking serene parks and tranquil streams.
  The southern half of the city contrasts the north, focusing more on residential areas, bustling marketplaces, and the everyday life of the common folk. This area contains most of the housing, from modest abodes to larger townhouses, as well as local shops, taverns, and artisans. On the southern edge of the city lies a more fortified zone — a barracks district where the city’s soldiers and guards are trained and housed. This fortified area ensures that The Seat is always well-defended, particularly with its proximity to the forests marking the boundary of the Aruvial Grove.
  Beyond the city’s southern walls, the Aruvial Grove looms with its dense, magical woodland. The skyline of The Seat is dominated by the towering figure of a gigantic mystical tree that lies deep within the Grove, an ancient and revered symbol that many associate with the mystical powers said to be infused within the land.
  The eastern edge of the city is bordered by the Severed River, which opens into wider waters to the northeast, accommodating many docks, sailing stations, and merchant vessels. Here, trade and commerce flow freely as ships from distant regions come to trade goods, making this a lively and essential part of the city’s economy. A small fortified keep stands on an island just off the eastern riverbank, guarding this vital port and ensuring the safety of the maritime routes.
  In the western half, beyond the split in the river, lies a district dedicated to education, arts, and magic. The Arcane Collegium, perched atop a forested park area, stands as one of the most prestigious institutions of magical study in all of Tir Volen, attracting scholars, wizards, and sorcerers from across the kingdom. This western district also contains more residential areas, though interspersed with green parks and smaller academic institutions, libraries, and public spaces that serve the city’s intellectual community.
  While much of the city is bustling and alive with trade, commerce, and culture, The Seat is also a place of remarkable beauty, its carefully planned spaces interwoven with nature, greenery, and water. Its connection to the Severed defines much of its character, and its history as the heart of Tir Volen is felt in the grand architecture, the powerful guilds, and the magical presence that lingers in every street and district.
 

Law and Justice

The legal structure of The Seat is built on a combination of royal decrees, noble house governance, and the enforcement of laws by military forces. The system is largely overseen by Queen Aelia Valian and the Council of Seats, which is made up of prominent nobles, guild leaders, and high-ranking officials. These figures work together to create and enforce laws that govern both the capital and the surrounding regions of Tir Volen.
  The Council of Seats plays a pivotal role in law and order, acting as a legislative body that drafts laws, sets citywide regulations, and hears disputes from citizens, guilds, and noble houses. Though Queen Aelia holds the ultimate authority, much of the daily legal governance is delegated to the Council. The council members, including Reagent Lord Sylas Enverton, who handles military and enforcement affairs, and Guildmasters from the prominent guilds like the Mercantile League and Arcane Collegium, form the heart of this legislative body.
  Law enforcement within the city is primarily the responsibility of the Brass Gauntlet, an elite force of soldiers and guards trained to uphold the laws. The Silvercloaks, an order of spies and informants loyal to the crown, monitor crime and investigate potential threats. While the Brass Gauntlet enforces the laws in public, the Nightshade Syndicate operates in the shadows, though their criminal activities are often carefully controlled to avoid provoking the law.
  The city has a Judicial Court in the Royal Keep, where disputes and crimes are judged by appointed magistrates. For higher-profile cases, the Queen or the Council of Seats may personally intervene. Minor infractions are typically handled by local magistrates in the various districts, while major cases—such as treason or serious crimes against the crown—are judged in the Council Chambers.
 

Culture and Magic

The Seat’s culture is an eclectic mix of ancient tradition and new, cosmopolitan influences. Being the largest city in Tir Volen and a hub of trade and diplomacy, it draws citizens from every corner of Aventé. The Severed River plays a central role in the city's cultural identity. Many festivals and rituals revolve around it, celebrating its power, symbolism, and contribution to the city's prosperity. Each spring, the Festival of the Severed is held, where citizens gather to offer blessings to the river, participate in boat races, and witness magical displays performed by the Arcane Collegium.
  Magic is an integral part of daily life in The Seat. The Arcane Collegium, located in the Greengrove district, is the foremost institution for the study and regulation of magic. Wizards, sorcerers, and scholars here study various schools of magic, with a particular focus on controlling and harnessing the magical energies of the Severed. The Collegium’s Council of Arcanists works closely with the Queen and the Council of Seats to ensure the responsible use of magic throughout the city. The Severed’s potent energy is carefully channeled through magical wards and conduits, ensuring it doesn’t overwhelm the city or disrupt its infrastructure.
 

Routes

  the Harvest Trail
Direction: East, connects The Seat to Makers Point, and is named as such for the sheer amount of grain and other produce that makes its way from the farming villages to the capital
  The Great Trade Road
Direction: Runs from the southern eastern gates of The Seat, passing through Quel'anar and other settlements before reaching Bamak-Zel to the far east.
Importance: This road is vital for overland trade between The Seat and the rest of Tir Volen. Merchants and caravans travel along this road to bring goods from other parts of the continent. The Wayfinders Guild oversees its maintenance, ensuring that it remains safe and accessible.
  Northern Road
Direction: Leading from the northern gates, this road winds through the farmlands and up toward the Jagged Crest Mountains.
Importance: This route is key for agricultural exports and mining resources brought down from the Jagged Crest Mountains. It also connects the city to the northern settlements and mountain outposts.
  River Route (The Severed)
Direction: The Severed River flows from east to west through The Seat, providing easy access to the coast.
Importance: Many merchants use this route to transport goods the coast, the settlements along the way, and The Seat. Shipyards on the eastern and western ends of the river help maintain the trade fleet, while a small ferry port to the west of Skavvel ensures goods and travelers can cross the river even during adverse conditions.
  Western Road
Direction: This road leads from The Seat down the cliffs and to Dawnweld. It's a small, dangerous trail not often travelled.
Importance: Primarily used for transporting minerals and metals from Dawnweld.The Wayfinders Guild maintains these roads and bridges, however since they are considered less important than other routes, they are maintained to a lesser standard

Demographics

As the largest city in Tir Volen and a central hub for trade, knowledge, and power, The Seat attracts a highly diverse population from across Aventé. People of all races and backgrounds come to The Seat, bringing with them unique skills, cultures, and traditions. The Seat’s demographics are a vibrant tapestry, and this diversity has deeply influenced its culture, government, and economy.
  Humans (40%): Humans make up the largest percentage of the population, a mix of locals and those from nearby regions. As a versatile and adaptable race, they occupy many roles across the city, from skilled merchants to politicians, artisans, and scholars.
  Elves (15%): The city's proximity to Quel’anar and other elven settlements has contributed to a strong elven presence. The elves of The Seat are often involved in scholarly pursuits, magic, and trade, with many having connections to the Arcane Collegium. A mix of human and elven bloodlines has made half-elves particularly suited to the political and diplomatic spheres of The Seat, serving as intermediaries between the city’s varied populations.
  Dwarves (10%): With the nearby Jagged Crest Mountains offering mineral wealth, the dwarven population has grown, especially among craftsmen, miners, and smiths. Many dwarves live in the industrial districts where mining and metalwork are common.
  Halflings (7%): Halflings are often traders, merchants, and farmers, with many of their communities located in the lush areas north of the city. They are known for their craftsmanship and work in the city’s bustling markets.
  Tieflings (5%): The arcane and scholarly focus of The Seat has also attracted a noticeable tiefling population, with many tieflings taking up roles as mages, scholars, and politicians. They are often seen in the Arcane Collegium District.
  Other Races (23%): As a hub for trade and a cosmopolitan center, The Seat sees a steady stream of gnomes, dragonborn, orcs, and other races who visit or live in the city. Many of these minorities form their own communities and have specific roles in the city’s commerce and culture. A more recent presence, following the events at Dawnweld, the Forged have come to The Seat seeking trade and alliances. Though their numbers are small, their specialized skills in technology and engineering are highly sought after.

Government

The Seat, as the capital of Tir Volen, is ruled by Queen Aelia Valian, the Protector of the Severed. Queen Aelia presides over the city and kingdom from the Royal Keep on the central island within the Severed. She is the final authority on all matters, from law and governance to war and diplomacy. Her rule is not absolute, however, as she is advised and balanced by both the Council of Seats and the Noble Houses of Tir Volen.
  Queen Aelia Valian is known for her wisdom and diplomacy, a monarch who seeks balance between the many factions, guilds, and noble houses vying for influence in The Seat. She has taken a protective stance over the Severed River, earning her title as Protector of the Severed, due to her commitment to preserving its importance to the city’s economy, trade, and life.
  Reagent Lord Sylas Enverton serves as the queen’s closest advisor, a powerful noble with significant influence. As the Regent Lord, Sylas acts as the queen’s proxy when necessary, overseeing the city’s administration in her stead and managing daily governance. The Enverton family is one of the most powerful noble houses in Tir Volen and holds vast land and resources. Sylas is known for his tactical mind and ability to navigate the complex political landscape of the city.
  The city itself is divided into districts, each overseen by appointed officials or noble families who report back to the Council of Seats. Each district official, called a Provost, manages local taxation, defense, and infrastructure projects within their area. In times of political strife or external threat, the council convenes at the Council Hall, located on the island in the Royal Keep District, to make decisions for the whole of the city.
  The relationship between The Seat and the rest of Tir Volen is symbiotic. The Seat serves as the administrative, military, and economic hub of the kingdom, while other cities and towns pay tribute or taxes to the city in exchange for military protection and economic support.
  In the context of the destruction of The Bruise, the Royal Court and Queen Aelia Valian have dispatched aid to support the displaced citizens and have issued funds to begin reconstruction efforts. Reagent Lord Sylas Enverton, who handles much of the daily governance alongside the Council of Seats, has also called for an investigation into the origins of the fire. While many view the royal house's intervention as a hopeful gesture, others suspect internal political maneuvering may shape the future of this district.
 

The Noble Houses

Several prominent Noble Houses are present in The Seat, each with its own history, resources, and influence. The queen regularly convenes with them in matters of politics, war, and trade. These houses also represent the regions of Tir Volen, making them crucial in ensuring the kingdom stays united.
  House Valian (Ruling House): Queen Aelia’s house, with deep roots in the history of Tir Volen, has ruled for centuries. Their influence spans across the capital and many other cities. House Valian controls much of the kingdom's diplomatic ties, laws, and governance, and their seat of power is the Royal Keep.
  House Enverton: Reagent Lord Sylas Enverton’s house is one of the wealthiest in Tir Volen, holding vast estates and controlling key trade routes in the kingdom. The Enverton family has historically been military leaders and often leads the kingdom's armies in defense of The Seat.
  House Morimasa: While their primary seat of power is in Stillwater and Mistbrooke, the presence of House Morimasa in The Seat is undeniable. This house is known for its martial prowess and crafting expertise. Their members oversee the defense of the Severed and the training of the Queen’s Guard.
  House Vesperon: Known for their mastery of magic and close ties to the Arcane Collegium, House Vesperon has strong ties to the magical community in Greengrove. They are often involved in the city’s arcane policies and are trusted advisors to Queen Aelia on magical matters.
  These houses, as well as others, have estates in the Royal Keep District, though they also have representatives embedded within key districts of the city to manage their interests and influence.

Defences

The Seat’s defenses are formidable, both magically and physically.
  Outer Walls: Thick, reinforced walls surround the city, particularly the northern and southern edges, providing protection against outside attacks.
  Naval Force: The city has a small but effective naval force stationed at the docks along the Severed. These ships guard trade routes and defend the city from naval threats.
  Garrison: The Barracks District houses a standing army of soldiers and elite guards trained to defend the city, including royal guards stationed in the Royal Keep District.
  Arcane Defenses: The Arcane Collegium has magically reinforced key areas of the city. This includes arcane wards, scrying towers, and magical defenses that can be activated during sieges.

Industry & Trade

The Seat’s location along the Severed River makes it the central hub of trade in Tir Volen. Goods from across the continent pass through the city’s ports, from the enchanted artifacts of the Elven city of Laerunia to the ores and metals from the northern mountains. The Seat’s markets are renowned for their diversity, with traders from all corners of the world plying their wares in the vast open plazas.
  Key to the city’s economy is the Mercantile League, an influential alliance of merchant guilds and traders who dominate commerce. The League operates under the loose supervision of the Reagents, and while they are officially bound by the Crown’s regulations, they wield immense economic power. They control the city’s guilds, which regulate everything from blacksmithing to textile production, ensuring that The Seat remains a center of craftsmanship and innovation.
  The Severed River also plays a crucial role in agriculture and industry. Magical engineers known as Hydromancers have constructed intricate watermills and irrigation systems powered by the river’s currents. These machines help maintain the city's food supply, and the fertile plains around The Seat are filled with farms and vineyards.
  The Seat thrives on a mix of internal production and external trade. Its industrial base is focused on metalworking, shipbuilding, and magical artifacts.
  Metalworking & Smithing: Thanks to the nearby Jagged Crest mountains, The Seat is a hub for metalworking. Iron, steel, and rarer metals are imported from Dawnweld and forged into weapons, armor, and tools in the city's industrial districts.
  Shipbuilding: The shipyards in the Docks District are responsible for the construction and maintenance of the city’s naval vessels and trade ships.
  Trade: The Severed acts as a vital trade artery. Goods from all over Aventé are brought to the Docks District and sold in the Silvermarket. Key imports include rare minerals, magical items, and luxury goods, while exports include weapons, ships, and agricultural products.
  Magic Crafting: The Seat is known for its production of magical items, both minor and major. Enchanted weapons, armor, and everyday magical conveniences are crafted in workshops across the city, thanks to the talents cultivated at the Arcane Collegium.

Infrastructure

The Seat’s infrastructure is vast and reflects the city’s status as a political, economic, and magical center.
  Bridges & Waterways: The Hydromancy Engineers Guild manages a complex network of bridges, aqueducts, and subterranean water channels that ensure The Severed doesn’t divide the city. These channels help direct water to different parts of the city for irrigation, transport, and sewage management.
  Sewers & Watermills: Beneath the city is an expansive sewer system, also managed by the Hydromancers, which helps keep the streets clean and prevents floods. Numerous watermills along the Severed harness its energy, providing power for the city's industries.
  Roads: Paved roads wind through all districts, and the main thoroughfares are lined with shops, taverns, and guild halls. The roads leading to the docks and trade districts are bustling with merchant caravans and trade wagons.
  Shipyards: The Seat boasts large shipyards in the Docks District, where ships are built and repaired. These shipyards are vital for the city's trade and defense.
  Courtyards & Parks: Across the city, particularly in the Royal Keep District and Arcane Collegium District, lie lush courtyards and parks. These green spaces serve as places of respite, meetings, and festivals.
  Magical Infrastructure: The Arcane Collegium has developed magical technologies that augment the city’s day-to-day operations. From arcane streetlights to magically reinforced walls and teleportation circles, magic plays a significant role in the city’s infrastructure.

Districts

Each district in The Seat reflects a different facet of the city's complex identity.
  Royal Keep District: Located on the island in the Severed, the Royal Keep District is the heart of power. This district contains the Royal Palace, Council Hall, and residences of high-ranking nobles. The palace is an architectural marvel, with towering spires and fortified walls. The island itself is guarded by the Royal Guard, ensuring the monarch’s safety.
  • Role: Seat of power for Queen Aelia Valian and the noble houses.

  Sunhallow: The Sunhallow District, named for its bright, open streets and the way the morning sun filters through the trees lining its roads, is where much of The Seat's middle class resides. Known for its balance between peaceful residential life and a bustling market atmosphere, Sunhallow is a comfortable, vibrant district for artisans, lower-ranking guild members, and bureaucrats who help the city run smoothly.
  • Key Structures: Sunhallow Square is a busy marketplace where local artisans and vendors sell their wares. 
  • Architecture: The architecture here blends functionality with elegance—two to three-story homes, many built with warm stone and tiled roofs, often have small garden plots or balconies with flowers. The district's centerpiece is Sunhallow Square, a circular marketplace that draws many locals for daily shopping and trade. While it doesn’t rival the grandeur of Hightown or the simplicity of Lowtown, it is a proud district that serves as the city's heart of middle-class life.
  Hoirizon Reach: Horizon Reach is a thriving part of the city, known for its wide range of craftwork and shipping industries. It houses both skilled artisans and those involved in shipbuilding and other maritime ventures along the northern and western banks of The Severed. Named for the vast views from its hilly outskirts, where one can glimpse both the jagged crest of the distant mountains and the Setting Sea in the west, the district stands as a critical hub of productivity.
  • Key Structures: The Forger's Guildhall, home of metalworkers, rafters and blacksmiths, the guildhall is always busy. The Shipwright's Docks specialises in constructing river barges that sail up and down the central routes of the Severed, and Riverstone Hall a large public forum and gathering space.
  • Role: Here, shipwrights, blacksmiths, and artisans have workshops that churn out goods for export, while also serving The Seat's expanding needs. Large cranes and docks for ship construction line the waterside, alongside warehouses stacked high with goods brought in from the trade routes.
  Iron Street: The industrial heart of the city, Iron Street houses blacksmiths, metalworkers, and factories. Here, materials brought from Dawnweld and the Jagged Crest Mountains are processed and turned into weapons, armor, and tools. The Forged and Dwarves are a common sight here.

  • Population: Nobles, influential merchants, guildmasters, and wealthy families.
  Lowtown:
  • Role: A middle-class housing district, where many skilled artisans, shop owners, and bureaucrats reside. It’s bustling with local commerce and small businesses.
  • Population: Craftsmen, traders, shopkeepers, and professionals.
  • Architecture: Modest stone buildings with wooden accents. Functional yet aesthetically pleasing.
  Barracks District: Situated on the southern edge of the city, this heavily fortified district houses the city’s military forces. It includes training grounds, barracks, and the fortified Aruval Gate leading into the Aruvial Grove.
  • Role: The military heart of the city, located in the southern quarter, near the gates leading into the Aruvial Grove.

  Greengrove: A lush, green district that features public parks, botanical gardens, and open spaces. It’s a favorite area for scholars, poets, and aristocrats who enjoy its calm and tranquility. The northern half of Greengrove is dominated by the Arcane Collegium, a sprawling complex where the finest magical minds of Tir Volen gather. The district is filled with libraries, arcane shops, and housing for scholars and students.
  • Role: Home to the Arcane Collegium and the seat of magical knowledge. This district is a lush, green area filled with parks, libraries, and arcane towers.
  • Key Structures: The Arcane Collegium, Botanical Gardens, and several arcane workshops.

  • Architecture: Buildings here are designed with magical enhancements, often floating elements or intricate arcane symbols woven into the structures.
  Farmland District: Stretching to the north-east of the city, the farmlands provide a majority of the food for The Seat’s population. The farms are well-irrigated by streams and tributaries from the Severed.
  • Role: Stretching north-east of the city walls, this area is dedicated to agriculture.
  • Population: Farmers, ranchers, and those involved in food production for The Seat.
  • Key Structures: Watermills, barns, and irrigation channels controlled by the Hydromancy Engineers Guild.
  The Bruise: Once a vibrant residential and market district bridging the northern edge of Lowtown and the southern part of Sunhallow, The Bruise now sits as a scar on The Seat’s landscape. The district earned its nickname due to the massive fire that ravaged both sides of the Severed in this area, blackening buildings and leaving many homes and businesses in ashes. The flames consumed a large portion of the area and destroyed one of the oldest bridges spanning the Severed.
  • Population: The people who lived here—many of them low-income workers and craftsmen—were displaced, with many now living in temporary shelters in other parts of Lowtown or neighboring districts. The fire is a topic of widespread rumor and speculation, as it started mysteriously one night and spread rapidly. Some suspect sabotage or magical interference, but no proof has been found.
  • Architecture: The current state of The Bruise is one of desolation. While the city has sent aid and began clearing the rubble, there are conflicting plans about its future. Some nobles and merchants see an opportunity to rebuild it into a new, thriving district, while others want to restore it for the displaced residents.
  • Key Structures: The blackened remains of the bridge that once connected the two halves of the district still stand, a haunting reminder of the fire’s devastation. Plans for rebuilding are in debate. The charred ruins along the southern bank of The Severed are still considered hazardous, with large sections collapsed into the river below. Temporary housing for those displaced by the fire now line the edges of neighboring districts, with makeshift tents and communal areas forming part of Lowtown’s expanding borders.

Assets

The river’s magical properties make it a unique and vital asset, both for its practical uses and for the symbolic power it grants to Queen Aelia Valian.
  The Arcane Collegium: The Seat’s center of magical learning, this institution is home to some of the most powerful wizards, scholars, and sorcerers in Tir Volen. It houses vast libraries of ancient knowledge and controls several magical relics of immense value.
  The Seat’s Ports: Along the Severed’s route, there are several port areas that allow for trade with the rest of the continent. These bustling docks are crucial for importing goods from other cities and exporting The Seat’s crafted wares and enchanted items.
  The Shipyards: A thriving maritime hub, producing ships for trade, travel, and the city’s small but potent naval force.
  Mineral Wealth: Materials from the Jagged Crest mountains are refined in the city, especially in the industrial district.

Guilds and Factions

The Seat is home to numerous factions and guilds, each vying for influence or working in tandem to shape the city’s future. Here are the prominent ones:   The Mercantile League: The most powerful guild coalition in the city, the Mercantile League controls much of The Seat’s trade and commerce.
  • Role: The Mercantile League controls trade and commerce in The Seat. They regulate prices, tariffs, and trade agreements between merchants and cities beyond Tir Volen.
  • Influence: They wield significant power, often collaborating with the ruling houses on matters of trade and tax policy. The Silvermarket falls under their jurisdiction.
