Arkosi High Guard

The Kingdom of Arkos once had a true military, even one of the most powerful land forces in the world. Not anymore. Today they only have the Arkosi High Guard, a glorified police force and a tattered husk of its former self. Though it is one of the largest military forces in the world, the High Guard is poorly trained and rarely equipped for anything besides domestic law enforcement. It is now mostly used by the monarchy to deter crime and enforce unpopular edicts against the population of the kingdom.

History

Once upon a time, the Arkosi High Guard was a serious fighting force. With many aggressive neighbors over the kingdom's history they had to be skilled enough to hold off multiple better-funded, numerically superior foes. A number of major military victories under their belt, the High Guard had a strong military tradition of effective generals and battle-tested strategies. Prior to the Cyanni War they were a serious force to be reckoned with.
However, during the war Arkos, as a primary instigator of the conflict and geographically close to their main foe (the Cyanni ), was devastated. The High Guard faced the brunt of the war and lost a significant amount of its fighting force. With these losses came the decimation of the organization's command structure. Worse, during the war its primary training centers were attacked and a significant amount of records destroyed. In essence, the war completely reset their military knowledge.
Ever since, the organization has struggled to make a comeback. Without another war with which to test tactics and without proper training, the High Guard has fallen into disrepair and weakened significantly. In the militaries of its rivals the Arkosi military has become the butt of a few jokes. Over time, with its poorly-trained soldiers and equipment funding being pulled for other projects, the monarchy began to focus the force's attention towards domestic affairs. Without a war to fight, and without any of the skills to fight one, law enforcement evolved into the High Guard's primary role.
