Arbiter

Arbiter is an ancient dragon more than fifty meters long. He lives aboard Forge, and watches over Syntrill, functioning as the primary judge of competitions among the draconic clans on the planet. He is highly respected, and powerful enough that few would dare confront him.
He does not give his name to others, he simply goes by his title, Arbiter.

Unknown to most, Arbiter was the last emperor of the Draconic Empire, and the one who arranged its dissolution and the rise of the draconic clans. He is Emperor Emeritus of the dragons. As such, he is known and respected, and the only individual who could truly call the clans to war if he so desired.
