Draconic Empire
The Draconic Empire, the precursor to the draconic clans, was an organization which conquered most of what currently compose the Core Worlds. They also developed the wyrmgates during their reign, before eventually the empire chose to peacefully dissolve, releasing the worlds which no longer desired to remain under their protection as they gave rise to the draconic clans.

While most are not aware of this, Arbiter was the final emperor of the Draconic Empire, and the one who made the decision to dissolve the nation. As such, he still retains the respect of the clans and has the title Emperor Emiritus.
