Caldera

While not as large compared to Macenti Caldera is still fairly large. Unfortunately the City can be difficult to access by sea due to all the reefs. Airship or by land are somewhat preferable ways to get here. However, if it must be approached by sea, the pirates of Macenti are most likely to know how to get there safely.

Demographics

Pirates looking for a good place to hoard away usually come here. It's protected on a variety of sides and has many good locales to bury treasure.

Government

Run by the admiral and his crewmates the place runs almost like a giant ship if that were a thing. Just on land, and can't move.

Infrastructure

This place definitely doesn't match the splendor of Macenti. Much of the architecture here while dwarven has been eaten away at by the salt waters nearby. Being that the lower city is mostly shanties the place looks a bit odd.
