Castellana Merchant's Guild

The only merchant's guild in Castellana is also the primary government in the city-state. There may have been a time when the city was once ruled by traditional kings or lords, but that time has long since passed. The merchant's guild has been in control for many generations, some think it's been at least around, if not in power, ever since the fall of The Üth Empire.
The guild itself is run by a number of Barons and Baronesses. These individuals each own portions of the guild, and make the decisions for their sections alone. However there are rulings and decisions that must be made regarding the city, such as taxes, infrastructure, and so on, where all the barons and baronesses come together to make a decision.
Seeing as how the guild is not a typical ruler, the city sees many differences that a more traditional location might experience. For example individual businesses are usually not subject to taxes and don't owe any form of allegiance to the guild, but they often find it much harder to succeed with the guild owning most of the trade in the city. Due to the wealth of the merchant's guild, upgrading the infrastructure of the city is barely a trifle, so the citizens of Castellana experience the benefits of that, such as having a working sewer system, clean, efficient aqueducts throughout the city, and more.
All of the tradesmen guilds of Castellana are also owned by the merchant's guild. The barons and baronesses also quickly quash any attempt for guilds to start up on their own. They do their best to make the lives of independent merchants and businesses as hard as possible. One independent merchant who is very aware of these effects is Belyax Umperic.
