Luhar Nai'Zhai
Though a popular and successful stop for the merchants of the Bitter Sea, Luhar Nai'Zhai remains very isolated and shrouded in secrecy. Outsiders are only allowed to tread the docks: any who set foot on actual Luharese ground are forcibly ejected, and rumors run wide of horrible executions for repeat offenders, or any who are caught sneaking into the city proper.
There are so many rumors about the Luharese, so diverse and grandiose in scope, that nearly all of them are dismissed out of hand. They sell beautiful rugs, woodworks, and jewelry, and produce the spices Inwai and Jinny Powder, both said to be worth one hundred times their weight in gold. Likewise, they spend generously on iron and stone products, and many a Luharese noble will offer gold coins to any sailor with an interesting rumor. Beyond this, little more need be known of them, and the wisest sailors respect their privacy.
One thing certain about the Luharese is that their ports are completely shut down every night of a new moon. This is oft ascribed to their mysterious religion, but any captain worth their name will be sure not to put into harbor on a black night. Not only will they be unable to sell their wares, but they may not even be able to secure their ship to the docks without the citizens to assist them. Many a sailor has asked if any have dared to sneak into the city on these abandoned nights, when a stealthy thief would be nearly invisible, and the city at its most vulnerable. If any have done so, none have returned to brag of it.
