The most wealthy 3 individuals, titled Golden Lord/Lady, within the nation make up the ruling council, the Golden Triad. The Triad's rulings and decisions within Parkhan are absolute, as they themselves are the highest of Rank in the country and thus above all other citizens. Rarely does a Golden Lord/Lady lose their position in an event other than death, as the ones who make it to this position are the most shrewd, intelligent, and decisive of the nation.

 

The governmental and administrative positions within the realm are determined by the Golden Triad. The Triad bears absolute authority over the country, and each successive citizen in a caste bears similarly absolute authority over those beneath them.

 

Appointed by the Triad are the Ministers.   Minister of Arms. Charged with the organization and mobilization of the Parkhani Army and all hired Mercenary Companies.   Minister of Travel Charged with the maintenance of all roadways and trade routes.   Minister of Cooperation Charged with the retention of foreign contracts and international diplomacy.   Minister of Records Charged with the organization and efficiency of all Chronicles and Chroniclers.   Minister of Holiness Charged with the retention of religious principles and places of worship.

  The Caste system of Parkhan is based on the organizational policy of the Golden Brothers that founded the nation. The ten ranks of the nation's populace are based on the average wealth of the Golden Triad. The Golden Triad themselves hold the highest Rank, and the citizens hold their rank according to how much they are worth relative to them.

Taxation on your wealth is lower the higher Rank you are. This drives the Impetus to strive for more wealth in the entire population. Those of the 1 Ring find themselves destitute or indebted to others, and are slaves working to claw out of that Debt.

In this nation where wealth dictates your status, the people use nigh any means to gain further power and riches. How could such a nation stay whole where anyone would be willing to backstab another over a few coins? The founders of this nation, The Three Golden Brothers, declared that the nation has but one inviolable law, that of the Contract. The Contract is sacred, it is the one thing a Parkhani will never break nor bend once it is agreed upon. A Contract is the foundation of trust upon which the richest nation in the 5th Branch and possibly the world was built. To the Parkhani, a Contract is not just the word that must be followed, it signifies the intent behind it, and none shall seek to capitalize on such a thing that would betray the essence of the Contract.

 

The ideal of every Parkhani is the Pursuit of Wealth, to the extent that those with more wealth can exercise almost absolute authority upon those under them.  
 

Wearers of many Hats:
The Parkhani perpetuate one of the more unusual traditions of those that live on the Mother Tree, that of giving hats a societal purpose. Individuals bearing certain jobs or functions of state wear different headpieces that denote their specific occupation. Generally, the more ostentatious the hat, the grander or more encompassing the designation. So varied are they that when most people observe an individual bearing some ludicrous hat they assume they are Parkhani and clutch their wallets in preparation.
