Torni
Torni is the capital of the Hellavosen Marches.
Government
Each of the four quarters of Torni are administered by a local council whose members are elected by the residents. The city itself is under the rule of the King of the Marches.
Defences
Torni is protected by a high retainer wall that also acts as a levee to prevent the flooding of the lower rings. The wall has four main gates, each protected by a watchtower, that connect to the major canals. The main defense of the city lies in its location; surrounded by water on a large lake, it is virtually impossible to besiege the city or attack head-on.
Architecture
Built as a circle to conform with the man-made island's form, Torni is well-known as a magnificent example of master craftsmanship. The city is laid out on an orderly plan and divided into four four quarters with a main canal separating each. Two other circular canals run through the city in the shape of rings, further subdividing each quarter into three districts. The lower districts are reserved for the common folk, trade workshops, and residential spaces. The upper ring is home to the religious orders, noble houses, and wealthy citizens. The central ring houses the government ministries, the palace, and the Moonstone Spire.
Due to its location on a floating island, many structures on Torni are built using wood, stuccoed white to imitate moonstone. The wealthier inhabitants in the central rings can afford to use stone, while the main administrative and governmental structures are constructed using moonstone quarried from the far north.
Geography
Torni is constructed on a man-made floating island on Tencolor Lake. The outer districts of the city are lower in elevation than the inner ring districts; from the central Moonstone Spire, the whole city is visible.
