Pu'he

Pu'he is a loose confederation of tribes in the northwest of Aquevaia.

Structure

Pu'he is recognized by the other nations as a country, though it is in fact a confederation of seven tribes that are allied to combat the territorial aggressiveness of the Kingdom of Vesien and the Republic of Invercia.   Each tribe is led by a shaman or druid, called the First Mystic, and the most distinguished warrior of the tribe, called the First Rider. They are responsible for everything in their tribe, including justice, marriage ceremonies, festivals, and relations with other tribes. Each First Rider is also required to attend The Horse Speakers, a council that meets twice a year on the eclipses. The council decides matters affecting all the tribes, such as declarations of war. The Horse Speakers choose from their ranks the First Chief, who acts as the commander of the tribes during wars or in meetings with foreign leaders.

Demography and Population

The tribes of Pu'he are predominantly human. Some of the people are of mixed elven descent due to the conflicts over the border with Invercia. In Makolo, a large settlement of firbolgs lives on the outskirts of the city in their own neighborhood.

Foreign Relations

Relations with both Vesien and Invercia are strained. The tribes still believe they were unfairly cheated of their ancestral lands in northern Invercia in the War of False Chiefs. While not at war, many clans have a sense of entitlement and ignore the border when grazing their horses or attempt to scare off Invercian citizens living near the border. There are occasional minor clashes with the Viridian Guard, Invercia's border army.   Vesien and Pu'he are both in the process of building up their troops and fortifications along their shared border. They have not severed diplomatic ties between the nations, but the First Chief is rumored to be preparing to travel to Taj Alshams in order to broker a stronger peace.

Trade & Transport

There are no major roads in Pu'he, as the tribes are semi-nomadic and roads between shifting camps are impractical. Horses and wagons are the main modes of transportation.   Small settlements on the coast sometimes trade with each other, but international trade is almost non-existent outside the capital. Makolo is the only true trading center in Pu'he. The tribes bring their products to the monthly market and traders resell them abroad. Pu'he is known for two commodities: horses and medicine. The firbolgs of Makolo are well-known pharmacists, and turn the medicinal herbs found in the plains of Pu'he into high-quality and sought-after medicines shipped around the world.
